Minutes of Proceedings
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2017-18: Votes 1, 5 and 10 under Department of Citizenship and Immigration and Vote 1 under Immigration and Refugee Board, referred to the Committee on Thursday, February 23, 2017;
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, February 22, 2017, the Committee commenced its study of the subject matter of the Supplementary Estimates (C) 2016-17: Votes 1c, 5c, 7c and 10c under Department of Citizenship and Immigration and Vote 1c under Immigration and Refugee Board; and
Pursuant to Standing Order 108(2) and the motion adopted on Wednesday, February 22, 2017, the Committee proceeded to a briefing on the updated Minister of Immigration, Refugees and Citizenship mandate letter.
The Chair called Vote 1 under Department of Citizenship and Immigration.
The Minister made a statement and, with Richard Wex, Daniel Mills, Dawn Edlund and David Manicom answered questions.
David Tilson moved, — That the Minister be required to appear in the month of May to answer questions with respect to the Main Estimates 2017-18.
The Chair ruled the proposed motion inadmissible because the study had already begun.
Whereupon, David Tilson appealed the decision of the Chair.
The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:
YEAS: Gary Anandasangaree, Julie Dzerowicz, Randeep Sarai, Marwan Tabbara, Salma Zahid — 5;
NAYS: Jenny Kwan, Michelle Rempel, Bob Saroya, David Tilson — 4.
Questioning of the witnesses resumed.
Vote 1 under Department of Citizenship and Immigration carried.

ORDERED, — That the Chair report Votes 1, 5 and 10 under Department of Citizenship and Immigration and Vote 1 under Immigration and Refugee Board to the House.
At 5:28 p.m., the Committee adjourned to the call of the Chair.
