The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 3:37 p.m. this day, in Room 209, West Block, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Patrick Brown, Hon. Michael D. Chong, Ruby Dhalla, Mike Lake, Yves Lessard, Tony Martin, Gary Merasty, Michael Savage, Mario Silva and Lynne Yelich.

 

Acting Members present: Christian Ouellet for France Bonsant.

 

Associate Members present: Denise Savoie.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst. Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities: Christine Lafrance, Clerk of the Committee.

 

Witnesses: Association of Canadian Community Colleges: Gerald Brown, President. National Association of Friendship Centres: Peter Dinsdale, Executive Director. Department of Human Resources and Social Development: Gerald Gosselin, Director, Aboriginal Peoples Directorate, Citizen and Community Service Branch, Service Canada; John Kozij, Director, Aboriginal Strategic Policy, Aboriginal Affairs, Employment Programs Policy and Design; Marilyn Lumsden, Senior Policy Advisor, Aboriginal Affairs, Employment Programs Policy and Design. Native Women's Association of Canada: Sherry Lewis, Executive Director.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, May 11, 2006, the Committee resumed its study of Employability in Canada.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Yves Lessard moved, — That the Committee recommend that the Government maintain, as is, the budget and format of the Summer Career Placement Program, that the Government transfer the administration of the program to the provinces that so wish it, and that a report of the adoption of this motion be made to the House as soon as possible.

Debate arose thereon.

 

Michael Savage moved, — That the motion be amended by replacing all the words following the word “that” with the following: the Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities recommend to the Government that they restore the entire amount of funding previously allocated under the Summer Career Placement Program, that they restore the previous funding format, and that a report of the adoption of this motion be made to the House as soon as possible.

Debate arose thereon.

 

By unanimous consent, it was agreed, — That debate on the motion and on the amendment be taken up at the next meeting of the Committee.

 

By unanimous consent, it was agreed, — That, notwithstanding any other orders of the Committee, that the meetings of March 27, 2007 and March 28, 2007 be cancelled, and that the Committee meet from 9:00 until noon on March 27 to hear the remaining witnesses on the Employability in Canada study.

 

At 5:21 p.m., the Committee adjourned to the call of the Chair.
