The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 11:07 a.m. this day, in Room 701, La Promenade Building, the Vice-Chair, Jean-Claude D'Amours, presiding.

 

Members of the Committee present: Dean Allison, France Bonsant, Bonnie Brown, Patrick Brown, Hon. Denis Coderre, Jean-Claude D'Amours, Mike Lake, Yves Lessard, Tony Martin, Hon. Geoff Regan, Brian Storseth and Lynne Yelich.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst.

 

Witnesses: Canadian Labour Congress: Barb Byers, Executive Vice-President; Tamara Levine, National Representative, Education Department. Child Care Advocacy Association of Canada: Monica Lysack, Executive Director. Canadian Policy Research Networks: Sharon Manson Singer, President; Arthur Kroeger, Chairman, Board of Directors. Canadian Alliance of Student Associations: Phillippe Ouellette, National Director; Toby White, Government Relations Officer. The Muttart Foundation: Bob Wyatt, Executive Director.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 3, 2006, the Committee commenced resumed its study of Government funding cuts to the Human Resources and Social Development Canada Department.
 

The witnesses made statements and answered questions.

The Committee proceeded to the consideration of matters related to Committee business.
 

Lynne Yelich moved, — That the Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities postponed any meeting occurring on an Opposition supply day if the matter under discussion in the House falls within the purview of Human Resources and Social Development Department.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

Geoff Regan moved, — That, in consideration of the funding cuts to HRSDC announced September 25, 2006, the Human Resources, Social Development, and Status of Persons with Disabilities Committee recommend that the government continue funding the Summer Career Placement Program at the 2005-2006 level and that the chair report the adoption of this motion to the House forthwith.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: France Bonsant, Bonnie Brown, Denis Coderre, Jean-Claude D'Amours, Yves Lessard, Tony Martin, Geoff Regan — 7; NAYS: Patrick Brown, Mike Lake, Brian Storseth, Lynne Yelich — 4.

 

Geoff Regan moved, — That, in consideration of the funding cuts to HRSDC announced September 25, 2006, the Human Resources, Social Development, and Status of Persons with Disabilities Committee recommend that the government continue funding the Workplace Partners Panel at the 2005-2006 level and that the chair report the adoption of this motion to the House forthwith.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: France Bonsant, Bonnie Brown, Denis Coderre, Jean-Claude D'Amours, Yves Lessard, Tony Martin, Geoff Regan — 7; NAYS: Patrick Brown, Mike Lake, Brian Storseth, Lynne Yelich — 4.

 

Tony Martin moved, — That the government a) fully commit funding, and immediately flow the funds which have been committed, for the current fiscal year for National Homelessness Initiative and its six programs : Supporting Communities Partnership Initiative, Regional Homelessness Fund, National Research Program, Homeless Individuals and Families Information System, Urban Aboriginal Homelessness, and Surplus Federal Real Property for Homelessness Initiative b) guarantee funding for these same programs for the following three years commencing April 1, 2007, and that the chair report the adoption of this motion to the House forthwith.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: France Bonsant, Bonnie Brown, Denis Coderre, Jean-Claude D'Amours, Yves Lessard, Tony Martin, Geoff Regan — 7; NAYS: Patrick Brown — 1.

 

It was agreed, — That the Committee adopt the budget in the amount of $11,900.00 for the study on Government funding cuts to the Human Resources and Social Development Canada Department.

 

At 12:55 p.m., the Committee adjourned to the call of the Chair.
