The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 9:03 a.m. this day, in Room 701, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Bonnie Brown, Hon. Denis Coderre, Jean-Claude D'Amours, Russ Hiebert, Mike Lake, Yves Lessard, Hon. Geoff Regan and Lynne Yelich.

 

Acting Members present: Carole Lavallée for France Bonsant.

 

Other Members present: Richard Nadeau.

 

In attendance: Library of Parliament: Chantal Collin, Analyst. Parliamentary Information and Research Service: Kevin Kerr, Analyst. House of Commons: Marc Toupin, Legislative Clerk.

 

Witnesses: Canadian Association of Broadcasters: Glenn O'Farrell, President and Chief Executive Officer; Elizabeth Roscoe, Senior Vice-President, Policy and Public Affairs. Teamsters Canada: Robert Bouvier, President; Phil Benson, Lobbyist. Communications, Energy and Paperworkers Union of Canada: Gaetan Ménard, Secretary-Treasurer; David Coles, President. Railway Association of Canada: Cliff Mackay, President and Chief Executive Officer.

 
Pursuant to the Order of Reference of Wednesday, October 25, 2006, the Committee commenced consideration of Bill C-257, An Act to amend the Canada Labour Code (replacement workers).
 

Mike Lake moved, — That, in relation to Bill C-257, notwithstanding any motion previously adopted, that this committee not consider clause-by-clause study of said Bill on Tuesday December 12th, and instead that the Committee instruct the clerk to seek the testimony of such witnesses as the Legislative Counsel, to testify on possible amendments beyond the scope of the Bill, and to hear from Department of Labour officials to provide technical advise on the functioning and impact of the said Bill, and that additional witnesses representing both labour and industry be invited to testify on the Bill, particularly those witnesses from regions that have requested to appear and that they be given appropriate time to appear .

Debate arose thereon.

 

The question was put on the motion and the results of the vote was announced: YEAS: 4; NAYS: 4.

Whereupon, the Chair voted in the affirmative.

Accordingly, the motion was agreed to.

 

The witnesses made statements and answered questions.

 

At 10:34 a.m., the Committee adjourned to the call of the Chair.
