The Standing Committee on Human Resources, Social Development and the Status of Persons with Disabilities met at 3:35 p.m. this day, in Room 701, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Patrick Brown, Hon. Michael D. Chong, Ruby Dhalla, Mike Lake, Yves Lessard, Gary Merasty, Michael Savage and Lynne Yelich.

 

Acting Members present: Vivian Barbot for France Bonsant, Olivia Chow for Tony Martin and Scott Simms for Mario Silva.

 

In attendance: Library of Parliament: Kevin Kerr, Analyst.

 

Witnesses: Denise Savoie, M.P., Victoria. Quebec's Private Daycare Association: Sylvain Lévesque, President; Marie Bélanger, Executive Director. Association of Day Care Operators of Ontario: Kathy L. Graham, Chief Executive Officer. Alberta Child Care Association: Susan Elson, Executive Director, Davar Child Care Association; Kerry McCuaig, Researcher, Better Child Care Education.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the 6th Report from the Subcommittee on Agenda and Procedure which read as follows:

That the following working calendar replaces the previous one adopted by the Committee on March 27:

- April 24, 26 and May 1, 3 and 8: hearings from witnesses on Bill C-303;

- May 10: clause-by-clause of Bill C-303;

- May 15: Appearance of the Minister of the Human Resources and Social Development Department and of the Minister of Labour on the Estimates and the Plans and Priorities Report;

- May 17: hearings from witnesses on Bill C-284;

- May 29: clause-by-clause of Bill C-284;

- May 31, June 5, 7, 12 and 14: review of the Committee’s report on Employability in Canada;

- September 18, 20, 25 and 27: study on the prosperity gap.

 

It was agreed, — That the amendment proposed by Mr. Savage regarding the hearing of witnesses on May 17 and 29 and the clause-by-clause on May 31 in relation to Bill C-284 be adopted.

 
It was agreed, - That the report of the Subcommittee, as amended, be concurred in.
 
Pursuant to the Order of Reference of Wednesday, November 22, 2006, the Committee commenced consideration of Bill C-303, An Act to establish criteria and conditions in respect of funding for early learning and child care programs in order to ensure the quality, accessibility, universality and accountability of those programs, and to appoint a council to advise the Minister of Human Resources and Skills Development on matters relating to early learning and child care.
 

Denise Savoie made a statement and answered questions.

 

At 4:35 p.m., the sitting was suspended.

At 4:41 p.m., the sitting resumed.

 

The witnesses made statements and answered questions.

 

At 5:21 p.m., the Committee adjourned to the call of the Chair.
