The Subcommittee on Public Safety and National Security of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness met in a televised session at 3:34 p.m. this day, in Room 237-C, Centre Block, the Chair, Paul Zed, presiding.

 

Members of the Subcommittee present: Joe Comartin, Hon. Roy Cullen, Peter MacKay, Serge Ménard, Kevin Sorenson, Tom Wappel and Paul Zed.

 

Other Members present: Helena Guergis and Hon. Jack Layton.

 

In attendance: Library of Parliament: Philip Rosen, Principal.

 

Appearing: Hon. Irwin Cotler, Minister of Justice; Hon. Anne McLellan, Minister of Public Safety and Emergency Preparedness.

 

Witnesses: As an Individual: Maureen Basnicki. Air India 182 Victims Families Association: Bal Gupta, Chair; Nicola Kelly, National Spokesperson . Department of Justice: Stanley Cohen, Senior General Counsel, Human Rights Law Section; Douglas Breithaupt, Senior Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of November 22, 2004, the Subcommittee resumed its study of the Anti-terrorism Act.
 

Nicola Kelly and Bal Gupta made statements and answered questions.

Maureen Basnicki made a statement and answered questions.

 

At 4:46 p.m., the sitting was suspended.

At 4:55 p.m., the sitting resumed.

 

The Ministers made statements and answered questions.

 

At 6:32 p.m., the sitting was suspended.

At 6:42 p.m., the sitting resumed.

 
The Subcommittee proceeded to discuss drafting instructions to staff, in camera.
 

At 6:57 p.m., the Subcommittee adjourned to the call of the Chair.
