The Subcommittee on Public Safety and National Security of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness met at 3:37 p.m. this day, in Room 308, West Block, the Chair, Paul Zed, presiding.

 

Members of the Subcommittee present: Joe Comartin, Hon. Roy Cullen, Peter MacKay, Serge Ménard, Kevin Sorenson, Tom Wappel and Paul Zed.

 

In attendance: Library of Parliament: Philip Rosen, Principal.

 

Witnesses: Canadian Association of Chiefs of Police: Vince Bevan, Vice-President, Chief, Ottawa Police Service; Bill Blair, Chief, Toronto Police Service; Vincent Westwick, Co-Chair, Law Amendments Committee. As Individuals: Boaz Ganor, Executive Director, International Policy Institute for Counter-terrorism; Martin Rudner, Director, Canadian Centre of Intelligence and Security Studies.

 
Pursuant to the Order of Reference of November 22, 2004, the Subcommittee resumed its study of the Anti-terrorism Act.
 

Vince Bevan and Bill Blair made statements and answered questions.

 

At 4:40 p.m., the sitting was suspended.

At 4:43 p.m., the sitting resumed.

 

Boaz Ganor and Martin Rudner made statements and answered questions.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed that the Air India 182 victims families Association be invited to appear as part of the review of the Anti-terrorism Act.

It was agreed that the Canadian Security and Intelligence Service be invited to appear as part of the review of the Anti-terrorism Act.

It was agreed that the United Nations Human Rights Committee's report of the 85th session concerning the International Covenant on civil and political rights (items Nos 12 to 16 inclusive) be filed as an exhibit with the Clerk of the Subcommittee. (See exhibit “SNSN - D“)

 

At 5:29 p.m., the Subcommittee adjourned to the call of the Chair.
