MINUTES OF PROCEEDINGS

Meeting No. 49

Tuesday, October 20, 1998

The Standing Committee on Agriculture and Agri-Food met at 9:01 a.m., this day, in Room 237-C, Centre Block, the Chair, John Harvard, presiding.

Members of the Committee present: Hélène Alarie, Paul Bonwick, Garry Breitkreuz, Murray Calder, Denis Coderre, John Harvard, Howard Hilstrom, Jake Hoeppner, Larry McCormick, Joe McGuire, Denis Paradis, Dick Proctor and Rose-Marie Ur.

Acting Members present: Paul Crête for Odina Desrochers, Gerald Keddy for Rick Borotsik, Raymond Lavigne for Paul Steckle.

Associate Member present: Peter Adams.

In attendance: From the Library of Parliament: Frédéric Forge, Researcher and Jean-Denis Fréchette, Economist.

Witnesses: From the Canadian Food Inspection Agency: Dr. André Gravel, Acting Vice-President, Programs; Dr. Brian Evans, Director, Animal Health. From Agriculture and Agri-Food Canada: Tom Richardson, Director General, Farm Income Policy and Programs.

Pursuant to Standing Order 108(2), the Committee proceeded to hold an Information Session on the Status of SCRAPIE in Quebec. (See Minutes of the Committee, dated October 8, 1998, Meeting No. 48).

André Gravel and Brian Evans made opening statements and, with Tom Richardson, answered questions.

Hélène Alarie moved, - That, the Committee recommends that the Minister deal equitably with all affected producers and that he make compensatory measures retroactive to January 1, 1997.

After debate, it was agreed that the motion should stand on notice for 48 hours, and will be considered by the Committee at the next meeting.

At 10:43 a.m., the sitting was suspended.

At 10:44 a.m., the sitting resumed.

Larry McCormick moved, - That, the budget relating to the proposed "Take Note" Hearings on WTO Negotiations, totaling $76.900. for witnesses expenses be agreed to, and - That, the Chair be authorized to submit it to the Liaison Committee.

Debate arose thereon.

At 11:02 a.m., the Committee adjourned to the call of the Chair.
