Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, February 8, 2022, the committee resumed its study of government's obligations to victims of crime.

Marie-Hélène Ouellette made a statement and answered questions.

At 12:08 p.m., the sitting was suspended.

At 12:16 p.m., the sitting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, for the meeting of Thursday, October 20, be one hour of witnesses on the subject matter of Bill C-28, An Act to amend the Criminal Code (self-induced extreme intoxication) and one hour drafting instructions to the analysts regarding the draft report on its study of government obligations to victims of crime.

It was agreed, — That, for the meeting of Monday, October 24, the committee continue the study on the subject matter of Bill C-28 and that the Minister of Justice appear for the first hour and department officials for the second hour of the meeting.

It was agreed, — That, the meetings of Thursday, October 27, and Monday, November 1, be to hear witnesses on the subject matter of Bill C-28.

It was agreed, — That the witness list for Bill C-28 be agreed on respecting the usual practice of proportionality for the witnesses.

It was agreed, — That the clerk of the committee, in consultation with the Chair, prepare a revised preliminary submission for travel to Germany, Netherlands and Switzerland, in Winter 2023 (March 2023), with regard to the committee’s study to review all available international mechanisms to hold state parties and others accountable for International Atrocity Crimes (war crimes, crimes against humanity, and genocide), to be submitted to the Subcommittee on Committee Budgets of the Liaison Committee, no later than Friday, October 21, 2022.
