Minutes of Proceedings
It was agreed, — That the proposed budget in the amount of $19,066.60, for the study of Islamic Revolutionary Guards Corps and current situation in Iran, be adopted.
At 5:30 p.m., the meeting was suspended.
At 11:05 a.m. on September 24, 2024, the meeting resumed.
It was agreed, — That the committee proceed to sit in public.
At 11:10 a.m., the meeting was suspended.
At 11:15 a.m., the meeting resumed in public.
The committee resumed consideration of the motion of Omar Alghabra moved on September 19, 2024 which read as follows:
That the committee;
a. Supports a two-state solution where a safe and secure state of Israel lives side by side by a safe and secure state of Palestine;
b. Supports Israel’s right to exist;
c. Supports the recognition of a viable and independent state of Palestine;
d. Pursuant to Standing Order 108(2), dedicate no less than 6 meetings to immediately study the issue of how the Government of Canada can advance the recognition of the State of Palestine within a two-state solution; and,
e. Pursuant to Standing Order 109, request a comprehensive government response.
Michael D. Chong moved, — That the motion be amended by
a. adding after the word “exist" the following: “and defend itself”
b. adding after the words "independent state of Palestine" the words "which is the result of a negotiated agreement between Israelis and Palestinians"
c. replacing the number “6” with the number “4”; and
d. deleting the words “the recognition of the State of Palestine within” after the word “advance”..
Debate arose thereon.
A question of privilege having been raised by Heather McPherson in relation to the divulging of portions of the in camera proceedings of the Standing Committee on Foreign Affairs and International Development of Thursday, September 19, 2024, the Chair ruled that the matter touched on privilege.
The debate on the amendment continued
After debate, the question was put on the amendment of Michael D. Chong and it was negatived on the following recorded division:
YEAS: Ziad Aboultaif, Michael D. Chong, Dave Epp, Randy Hoback — 4;
NAYS: Omar Alghabra, Stéphane Bergeron, Sophie Chatel, Hedy Fry, Heather McPherson, Robert Oliphant, Sameer Zuberi — 7.
The debate continued.
Stéphane Bergeron moved, — That the motion be amended by replacing the words “no less than six meetings” with the words “a maximum of four meetings”.
After debate, the question was put on the amendment of Stéphane Bergeron and it was agreed to.
