Pursuant to the order of reference of Wednesday, June 5, 2024, the committee resumed consideration of Bill C-353, An Act to provide for the imposition of restrictive measures against foreign hostage takers and those who practice arbitrary detention in state-to-state relations and to make related amendments to the Proceeds of Crime (Money Laundering) and Terrorist Financing Act and the Immigration and Refugee Protection Act.

Robert R. Fowler, Lara Symons, Sarah Teich, Tim McSorley, Sheryl Saperia and Sabine Nolke made statements and, with Haras Rafiq, answered questions.

Stéphane Bergeron gave notice of the following motion:

Given that, during the 44th Parliament, since November 22, 2021, the Minister of Foreign Affairs has appeared only once before the members of this committee in connection with the study of government estimates, and that she has appeared only four times since the beginning of this Parliament, out of 130 sittings; that since his appointment on July 26, 2023, the Minister of International Development has testified only once before the committee; the members of the Standing Committee on Foreign Affairs and International Development express their deep disappointment that the Ministers ignore the invitations sent by the committee, in particular those concerning the study of their department's credits; and that this be reported to the House.

At 5:43 p.m., the committee adjourned to the call of the Chair.
