The Standing Committee on Justice and Human Rights met in a televised session at 11:05 a.m. this day, in Room 237-C, Centre Block, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Françoise Boivin, Charmaine Borg, Hon. Irwin Cotler, Kerry-Lynne D. Findlay, Robert Goguen, Jack Harris, Pierre Jacob, Brian Jean, Dave MacKenzie, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Stella Ambler for Stephen Woodworth and David Wilks for Kyle Seeback.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Dominique Valiquet, Analyst.

 

Appearing: Hon. Rob Nicholson, P.C., M.P., Minister of Justice and Attorney General of Canada.

 

Witnesses: Department of Justice: Yves Côté, Associate Deputy Minister; Catherine Kane, Director General and Senior General Counsel, Criminal Law Policy Section; Myles J. Kirvan, Deputy Minister of Justice and Deputy Attorney General of Canada.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2012-13: Votes 1, 5, 10, 15, 20, 25, 30, 35 and 50 under JUSTICE referred to the Committee on Tuesday, February 28, 2012.
 

The Chair called Vote 1 under JUSTICE.

 

The Minister made a statement and answered questions.

 

At 12:00 p.m., the sitting was suspended.

At 12:08 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 12:23 p.m., the sitting was suspended.

At 12:38 p.m., the sitting resumed.

 

It was agreed, — That the Committee commence the study of Bill 217, An Act to amend the Criminal Code (mischief relating to war memorials), on Tuesday, March 27, 2012.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, September 27, 2011, the Committee resumed its study on the state of organized crime.
 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "The State of Organized Crime in Canada".

 

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Committee append to its report dissenting and/or supplementary opinions from each political party, provided that they are no more than 10 pages, in the same style and format as the report; and that it be submitted electronically in both official languages to the Clerk of the Committee, no later than Tuesday, March 27, 2012.

 

At 12:53 p.m., the Committee adjourned to the call of the Chair.
