The Standing Committee on Justice and Human Rights met at 9:02 a.m. this day, in Room 8-53, 131 Queen Street, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Dan Albas, Françoise Boivin, Raymond Côté, Hon. Irwin Cotler, Kerry-Lynne D. Findlay, Robert Goguen, Pierre Jacob, Brian Jean, Dave MacKenzie, Brent Rathgeber and Craig Scott.

 

Acting Members present: Blaine Calkins for Kyle Seeback and John Carmichael for Kyle Seeback.

 

In attendance: Library of Parliament: Cynthia Kirkby, Analyst; Dominique Valiquet, Analyst.

 

Appearing: Hon. Rob Nicholson, P.C., M.P., Minister of Justice and Attorney General of Canada.

 

Witnesses: Department of Justice: Judith Bellis, General Counsel and Director, Judicial Affairs, Courts and Tribunal Policy; Patrick Xavier, Counsel, Judicial Affairs, Courts and Tribunal Policy.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, October 30, 2012, the Committee commenced its study of the subject matter of clauses 210 to 218 (Judges Act) of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.
 

The Minister made a statement and answered questions.

 

At 10:09 a.m., the sitting was suspended.

At 10:17 a.m., the sitting resumed.

 

Kerry-Lynne D. Findlay moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 10:19 a.m., the sitting was suspended.

At 10:20 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 10:39 a.m., the Committee adjourned to the call of the Chair.
