The Standing Committee on Fisheries and Oceans met in a televised session at 11:04 a.m. this day, in Room 253-D, Centre Block, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Mike Allen, Robert Chisholm, Patricia Davidson, Fin Donnelly, Randy Kamp, Hon. Lawrence MacAulay, Robert Sopuck, Philip Toone, Jonathan Tremblay, John Weston, Rodney Weston and Stephen Woodworth.

 

Acting Members present: Bryan Hayes for Mike Allen.

 

In attendance: Library of Parliament: Thai Nguyen, Analyst; Tim Williams, Analyst.

 

Witnesses: Department of Fisheries and Oceans: David Balfour, Senior Assistant Deputy Minister, Ecosystems and Fisheries Management Sector; Roch Huppé, Chief Financial Officer; France Pégeot, Senior Assistant Deputy Minister, Strategic Policy Sector; Kevin Stringer, Assistant Deputy Minister, Ecosystems and Oceans Science Sector; Trevor Swerdfager, Assistant Deputy Minister, Transformation and Program Policy Sector; Jody Thomas, Deputy Commissioner, Operations, Canadian Coast Guard; Michel Vermette, Deputy Commissioner, Vessel Procurement, Canadian Coast Guard.

 
Pursuant to Standing Order 81(5), the Committee resumed consideration of the Supplementary Estimates (C) 2012-13: Votes 1c, 5c and 10c under FISHERIES AND OCEANS, referred to the Committee on Monday, February 25, 2013.
 
Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2013-14: Votes 1, 5 and 10 under FISHERIES AND OCEANS, referred to the Committee on Monday, February 25, 2013.
 

David Balfour and Trevor Swerdfager answered questions.

 

At 11:20 a.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit for an extra fifteen minutes.

 

Questioning of the witnesses resumed.

 

Judy Thomas, Kevin Stringer, Roch Huppé and David Balfour answered questions.

 

At 11:38 a.m., the sitting was suspended.

At 12:10 p.m., the sitting resumed.

Fin Donnelly moved, — That, because the safety of Canadians will be compromised with the closure of the Kitsilano Coast Guard Station, the busiest station in Canada, and because there was a lack of consultation with stakeholders and experts, the Committee immediately study the impact of the potential consequences of the closure of Kitsilano Coast Guard Station.

 

Randy Kamp moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 12:44 p.m., the sitting was suspended.

At 12:47 p.m., the sitting resumed in camera.

 

At 12:58 p.m., the Committee adjourned to the call of the Chair.
