The Standing Committee on Fisheries and Oceans met at 3:36 p.m. this day, in Room C-120, 1 Wellington Street, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Mike Allen, Robert Chisholm, Patricia Davidson, Fin Donnelly, Bryan Hayes, Randy Kamp, Ryan Leef, Hon. Lawrence MacAulay, Robert Sopuck, Philip Toone, Jonathan Tremblay and Rodney Weston.

 

In attendance: Library of Parliament: Kristen E. Courtney, Analyst; Francis Perreault, Analyst.

 

Witnesses: As an individual: Istvan Imre, Assistant Professor, Department of Biology, Algoma University. Georgian Bay Association: Robert Duncanson, Executive Director; John Wilson, Director and Chair, Fisheries Committee.

 

The Chair informed the Committee of the resignation of Fin Donnelly as First Vice-Chair.

 
Pursuant to Standing Order 106(2), the Committee proceeded to the election of a Vice-Chair.
 

The Clerk of the Committee presided over the election of the First Vice-Chair.

 

On motion of Fin Donnelly, it was agreed, — That Robert Chisholm be elected First Vice-Chair of the Committee.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, December 13, 2011, the Committee resumed its study on invasive species that pose a threat to the Great Lakes system.
 

Istvan Imre made a statement and answered questions.

 

At 4:27 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

 

Robert Duncanson and John Wilson made a statement and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Robert Chisholm gave notice of the following motion:

- That the Committee consider at the first opportunity amendments to the Fisheries Act and other provisions affecting federal jurisdiction over Canadian fisheries waters included in Bill C-38, An Act to implement certain provisions of the budget tabled in the House on March 29, 2012 and other measures, and that the Minister be requested to testify.

 

Fin Donnelly gave notice of the following motion:

- That, because the Fisheries Act is critical to protecting fish habitat and the fisheries, the Committee immediately undertake a study and hold hearings with affected stakeholders across Canada on the long-term environmental, economic, social and cultural effects of the proposed changes to protection of fish habitat in the Fisheries Act.

 

At 5:22 p.m., the Committee adjourned to the call of the Chair.
