The Standing Committee on Access to Information, Privacy and Ethics met at 3:30 p.m. this day, in Room 228, La Promenade Building, the Chair, Pierre-Luc Dusseault, presiding.

 

Members of the Committee present: Scott Andrews, Charlie Angus, Charmaine Borg, Alexandre Boulerice, Brad Butt, Blaine Calkins, John Carmichael, Patricia Davidson, Earl Dreeshen, Pierre-Luc Dusseault and Colin Mayes.

 

Acting Members present: Chris Warkentin for Dean Del Mastro.

 

In attendance: Library of Parliament: Miguel Bernal-Castillero, Analyst; Maxime-Olivier Thibodeau, Analyst.

 

Witnesses: York University: Ian Greene, University Professor, McLaughlin College. As an individual: Gregory J. Levine, Lawyer, Ethics Consultant, Social Scientist.

 
Pursuant to the Order of Reference of Monday, December 10, 2012, section 67 of the Conflict of Interest Act, and the motion adopted by the Committee on Tuesday, December 11, 2012, the Committee resumed the statutory review of the Conflict of Interest Act.
 

Ian Greene made a statement and answered questions.

 

Gregory J. Levine, by videoconference from London, Ontario, made a statement and answered questions.

 

At 4:51 p.m., the sitting was suspended.

At 4:53 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Charlie Angus moved, — That the Committee invite Minister Diane Finley to appear before the Committee before March 7, 2013, to explain how the privacy breach at HSDC affecting 583,000 Canadians occurred, what actions have been taken since to ensure security of personal data throughout the Department, and what long term solution for affected Canadians will be put in place to protect their identity.

Debate arose thereon.

 

Patricia Davidson moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Brad Butt, Blaine Calkins, John Carmichael, Patricia Davidson, Earl Dreeshen, Colin Mayes, Chris Warkentin — 7; NAYS: Scott Andrews, Charlie Angus, Charmaine Borg, Alexandre Boulerice — 4.

 

At 4:57 p.m., the sitting was suspended.

At 4:58 p.m., the sitting resumed in camera.

 

At 5:00 p.m., the Committee adjourned to the call of the Chair.
