The Standing Committee on Government Operations and Estimates met in a televised session at 3:29 p.m. this day, in Room 237-C, Centre Block, the Chair, Yasmin Ratansi, presiding.

 

Members of the Committee present: Rob Anders, Diane Bourgeois, Jean Dorion, Judy Foote, Jacques Gourde, Martha Hall Findlay, Ed Holder, Pat Martin, Yasmin Ratansi and Chris Warkentin.

 

Acting Members present: Brian Jean for Patrick Brown.

 

In attendance: Library of Parliament: Sylvain Fleury, Analyst; Lydia Scratch, Analyst.

 

Witnesses: Federation of Canadian Municipalities: Hans Cunningham, First Vice-President; Brock Carlton, Chief Executive Officer; Michael Buda, Director, Policy and Research. Fédération Québécoise des Municipalités: Bernard Généreux, President; Erika Dufresne-Desjardins, Economist and Research and Policy Advisor. Union of Quebec Municipalities: Jean Perras, Mayor of Chelsea; Joël Bélanger, Policy Advisor.

 
Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Thursday, February 12, 2009, the Committee resumed its study of the economic stimulus package.
 

Brock Carlton, Hans Cunningham, Jean Perras and Bernard Généreux made statements and, with the other witnesses, answered questions.

 

At 5:21 p.m., the sitting was suspended.

At 5:23 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Third Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Thursday, October 22, 2009, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee invite the Minister of Transport, Infrastructure and Communities, Hon. John Baird, along with his officials and relevant officials from the Department of Finance, to appear at its meeting on October 27 with regard to the implementation of the economic action plan;

2. That the Committee invite the Parliamentary Budget Officer, Kevin Page, to appear at its meeting on October 29 with regard to his ‘Third Quarterly Update of a Monitoring Framework for Measures Contained in the Economic Action Plan’;

3. That the invitations to appear for the meetings of October 27 and 29 may be interchanged depending on the witnesses’ availability;

4. That the Treasury Board Secretariat and the Privy Council Office be invited to appear at the meeting on November 3 with regard to the governmental advertisement in relation to the implementation of the economic action plan; and

5. That the members of the Steering Committee be invited to send in writing to the Committee Clerk their suggestions of themes and witnesses for the meetings scheduled after November 3, the consideration of the implementation of the main estimates of specific departments or agencies for the current fiscal year being one of the said suggestions.

 

Martha Hall Findlay moved, — That the fourth recommendation be amended by replacing the words “the Treasury Board Secretariat and the Privy Council Office” with the words “the President of the Treasury Board, Hon. Vic Toews, and the former and current Clerk of the Privy Council, respectively Kevin Lynch and Wayne Wouters,” and that it be amended by adding the words “, and that they may be accompanied by relevant officials from the Treasury Board Secretariat and the Privy Council Office; and” after the word “plan” .

 

After debate, the question was put on the motion and it was agreed to.

 

It was agreed, — That the report of the Subcommittee, as amended, be concurred in.

 

On motion of Chris Warkentin, it was agreed, — That the document entitled "Infrastructure Stimulus Fund in Manitoba" and "Infrastructure as Economic Stimulus", presented by Chris Warkentin, be filed as exhibits.

 

At 5:28 p.m., the Committee adjourned to the call of the Chair.
