The Standing Committee on Government Operations and Estimates met at 11:04 a.m. this day, in Room 214, Wellington Building, the Chair, Derek Lee, presiding.

 

Members of the Committee present: Rob Anders, Diane Bourgeois, Patrick Brown, Paul Calandra, Judy Foote, Jacques Gourde, Martha Hall Findlay, Derek Lee, Pat Martin, Jean-Yves Roy and Chris Warkentin.

 

In attendance: Library of Parliament: Lydia Scratch, Analyst; Hughes Létourneau, Intern.

 

Witnesses: Public Service Commission of Canada: Maria Barrados, President; Jean Ste-Marie, Acting Vice-President, Audit, Evaluations and Studies Branch; Donald Lemaire, Senior Vice-President, Policy Branch; Denis Bilodeau, Director General, Investigations.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Martha Hall Findlay moved, — That Public Works and Government Services Canada (PWGSC), or such other department of the government of Canada as is appropriate, provide the Committee by 11:00 a.m. eastern daylight time (EDT) on June 19, 2009, the most recent Central Financial Management Reporting System data for the 2008-2009 fiscal year expenditures and lapses by department.

 

Jacques Gourde moved, — That the motion be amended by replacing the words “11:00 a.m. eastern daylight time (EDT) on June 19, 2009” with the words “June 25, 2009” and by deleting the words “and lapses“.

 

After debate, the question was put on the amendment of Jacques Gourde and it was agreed to.

 

The question was put on the motion, as amended, and it was agreed to on division

 

The motion, as amended, read as follows:

That Public Works and Government Services Canada (PWGSC), or such other department of the government of Canada as is appropriate, provide the Committee by June 25, 2009, the most recent Central Financial Management Reporting System data for the 2008-2009 fiscal year expenditures by department.

 

At 11:18 a.m., the sitting was suspended.

At 11:26 a.m., the sitting resumed.

 
Pursuant to Standing Order 32(5), the Committee commenced consideration of the Report of the Public Service Commission of Canada entitled "Audit of the Federal Student Work Experience Program and Subsequent Appointments Through Bridging Mechanisms", referred to the Committee on Thursday, May 14, 2009;
 
Pursuant to Standing Order 32(5), the Committee [commenced / resumed] consideration of the Report of the Public Service Commission of Canada entitled "Audit of Possible Unauthorized Access to Public Service Commission Second Language Evaluation Tests by the Nec Plus Ultra Language School", referred to the Committee on Thursday, May 14, 2009.
 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on April 2, 2009, the Committee commenced its study of supplementary Studies of the Public Service Commission of Canada.
 

Maria Barrados made a statement and, with Jean Ste-Marie and Donald Lemaire, answered questions.

 

By unanimous consent, on motion of Diane Bourgeois, it was agreed, — That National Public Service Week is June 13–20. The members of the Committee wish to salute federal public servants and let them know how important they are.

 

At 12:52 p.m., the Committee adjourned to the call of the Chair.
