Meeting No. 61

Monday, May 26, 2003

The Standing Committee on Citizenship and Immigration met in a televised session at 10:05 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Diane Ablonczy, Sarkis Assadourian, Yvon Charbonneau, Madeleine Dalphond-Guiral, Joe Fontana, Massimo Pacetti.

Acting Members present: Marlene Jennings for John Bryden, Joe Peschisolido for David Price, Andrew Telegdi for Sophia Leung.

In attendance: From the Library of Parliament: Benjamin Dolin; analyst, Law and Government Division.

Appearing:  Hon. Denis Coderre, Minister of Citizenship and Immigration.

Witnesses: From the Department of Citizenship and Immigration: Michel Dorais, Deputy Minister; Lyse Ricard, Assistant Deputy Minister, Operations; Daniel Jean, Acting Assistant Deputy Minister, Policy and Program Development; Alfred MacLeod, Assistant Deputy Minister, Strategic Directions and Communications; John McWhinnie, Assistant Deputy Minister, Centralized Service Delivery and Corporate Services. From the Department of Justice: David Dunbar, Senior Counsel, Legal Services.

Pursuant to Standing Order 81(4), consideration of the Main Estimates 2003-2004, Votes 1, 5 and 10 and Pursuant to Standing Order 81(7), Report on Plans and Priorities under Citizenship and Immigration.

The Minister made a statement and with the other witnesses answered questions.

The Chair called Vote 1 – Operating expenditures under the Department of Citizenship and Immigration.

On motion of Sarkis Assadourian it was agreed, - That Vote 1 in the amount of $586,778.000, less the amount of $146,694,500 granted in Interim Supply, be carried.

The Chair called Vote 5 – Grants and contributions under the Department of Citizenship and Immigration.

On motion of Massimo Pacetti it was agreed – That Vote 5 in the amount of $388,297,577, less the amount of $129,432,525.67 granted in Interim Supply, be carried.

The Chair called Vote 10 – Program expenditures under the Department of Citizenship and Immigration.

On motion of Sarkis Assadourian it was agreed - That Vote 10 in the amount of $120,219,000, less the amount of $30,054,750 granted in Interim Supply, be carried.

ORDERED, - That the Chair report Votes 1, 5 and 10, less the amounts granted in Interim Supply, under the Department of Citizenship and Immigration to the House.

At 11:50 p.m., the Committee adjourned to the call of the Chair.
