The Standing Committee on Citizenship and Immigration met at 8:11 a.m. this day, in Montreal, in Le Centre Sheraton, Salons ABC, the acting Chair, Yvon Charbonneau, presiding.

Members of the Committee present: Diane Ablonczy, Yvon Charbonneau, Madeleine Dalphond-Guiral, Massimo Pacetti, Jerry Pickard.

In attendance:  From the Library of Parliament:  David Goetz, researcher officer.

Witnesses: From the "Association québécoise des avocats et avocates en droit de l'immigration": Me Patrice M. Brunet, Lawyer; Me David Chalk, Lawyer. From the Coalition of Concerned Congregations on the Law relating to War Crimes and Crimes against Humanity including those of the Holocaust: Kenneth M. Narvey, Legal Researcher and Chief Operating Officer.  As Individual: Patrick Apikan. From the "Association américaine des juristes - section canadienne": Me William Sloan. From the "Table de concertation des organismes au service des personnes réfugiées et immigrantes": Rivka Augenfeld, President; Stephan Reichhold, Director; Louise Carrier, "conseillère en adaptation ", "Service d'aide aux néo-canadiens".

Pursuant to its Order of Reference of Friday, November 8, 2002, the Committee resumed consideration of Bill C-18, An Act respecting Canadian citizenship (See Minutes of Proceedings, Thursday, November 21, 2002, Meeting No. 6).

Kenneth M. Narvey made a statement and answered questions.

Patrice Brunet and David Chalk made each a statement and answered questions.

Patrick Apikan made a statement and answered questions.

At 9:36 a.m. the sitting was suspended.

At 9:46 a.m. the sitting resumed.

William Sloan made a statement and answered questions.

Rivka Augenfeld made a statement and with Stephan Reichhold and Louise Carrier answered questions.

At 11:02 a.m., the Committee adjourned to the call of the Chair.
