Thursday, February 13, 2003
The Standing Committee on Agriculture and Agri-Food met at 11:07 a.m. this day, in Room 269, West Block, the Chair, Paul Steckle, presiding.
Members of the Committee present: David L. Anderson, Gérard Binet, Rick Borotsik, Garry Breitkreuz, Claude Duplain, Howard Hilstrom, John Maloney, Louis Plamondon, Paul Steckle and Rose-Marie Ur.
Acting Members present: Paul Macklin for Rick Laliberté and Hélène Scherrer for Bob Speller.
In attendance: From the Library of Parliament: Jean-Denis Fréchette, analyst.
Witnesses: From the Dairy Farmers of Canada: Rick Phillips, Director of Policy and Government Relations; David Wilson, Legal Counsel.
Rick Phillips, from the Dairy Farmers of Canada made an opening statement and with the other witness, answered questions.
Pursuant to Standing Order 108(2), the Committee commenced consideration of the World Trade Organization decision on the Canadian dairy export policy.
At 12:35 p.m., the sitting was suspended.
At 12:40 p.m., the sitting resumed.
By unanimous consent, it was agreed, - That the budgets adopted on February 11, 2003 be amended as follows:
“That the proposed operational budget of the Committee in the amount of $11,900.00 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee”
“That the proposed operational budget of the Committee in the amount of $20,100.00 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee”.
By unanimous consent, Howard Hilstrom moved, - That this Committee invite the Minister of Heritage to appear before the Committee on February 27, 2003, to discuss the plan that Parks Canada has committed itself to pertaining to the outbreak and subsequent spread of tuberculosis from the Riding Mountain National Park elk herd to the domestic cattle herds.
Debate arose thereon.
John Maloney moved the following amendment, - And that, in the event that the Minister is unable to attend, the Parliamentary Secretary, accompanied by senior officials, be invited to appear as an interim measure.
After debate, the question was put on the amendment and it was agreed to.
The question was put on the motion, as amended, and it was agreed to.
At 1:00 p.m., the Committee adjourned to the call of the Chair.
