Thursday, February 6, 2003
The Standing Committee on Agriculture and Agri-Food met at 12:07 p.m. this day, in Room 269, West Block, the Chair, Paul Steckle, presiding.
Members of the Committee present: Gérard Binet, Rick Borotsik, Claude Duplain, Mark Eyking, Marcel Gagnon, Howard Hilstrom, John Maloney, Larry McCormick, Louis Plamondon, Bob Speller, Paul Steckle, and Rose-Marie Ur.
Acting Member present: Carol Skelton for David Anderson.
In attendance: From the Library of Parliament: Jean-Denis Fréchette, researcher.
Witnesses: From the Department of Agriculture and Agri-Food: Tom Richardson, Acting Assistant Deputy Minister, Strategic Policy Branch; Simon Kennedy, Director General, Policy Planning and Integration, Strategic Policy Branch; Rory McAlpine, Chief Agriculture Negotiator, International Trade Policy Directorate, Market and Industry Services Branch.
Pursuant to Standing Order 108(2), consideration of the Agricultural Policy Framework: the long-term effects of the new NISA (Net Income Stabilization Account).
Tom Richardson and Simon Kennedy made opening statements and with the other witness, answered questions.
The Chair presented the First Report of the Subcommittee on Agenda and Procedure, which read as follows:
“Your Subcommittee recommends that the Committee adopt the following programme:
That the Committee invite officials of the Department of Agriculture and Agri-Food to appear before the Committee on February 6, 2003, concerning the Agricultural Policy Framework and the long-term effects of the new NISA.
That the Committee invite representatives from the Manitoba Cattle Producers Association and other witnesses to appear before the Committee on February 11, 2003, concerning the occurrence of tuberculosis in the elk and deer herds in Riding Mountain National Park, Manitoba.
That the Committee invite representatives of the Dairy Farmers of Canada and officials from the Department of Agriculture and Agri-Food and the Department of Foreign Affairs and International Trade on February 13, 2003, concerning the WTO decision on the Canadian dairy export policy.
That the Committee invite the Minister of Agriculture and Agri-Food on February 18, 2003, concerning the Agricultural Policy Framework and the long-term effects of the new NISA.
That the Committee invite representatives from Grain Growers of Canada, the CFA, the Canadian Cattlemen’s Association, the “Union des producteurs agricoles du Québec” and the Minister of Agriculture, Fisheries and Food of Quebec, on February 20, 2003, concerning the Agricultural Policy Framework.
That the Committee invite representatives from the CFIA on February 25, 2003, concerning meat inspection codes for interprovincial trade and regulations regarding feed for farmed game animals.
That the Committee consider a draft report on the occurrence of tuberculosis in the elk and deer herds in Manitoba and that the Subcommittee on Agenda and Procedure consider the future business of the Committee on February 27, 2003.”
By unanimous consent, it was agreed, - That the First Report of the Subcommittee be concurred in.
At 2:00 p.m., the Committee adjourned to the call of the Chair.
