MINUTES OF PROCEEDINGS

Meeting No. 8

Thursday, December 5, 2002

The Standing Committee on Agriculture and Agri-Food met at 9:05 a.m. this day, in Room 308, West Block, the Chair, Charles Hubbard, presiding.

Members of the Committee present: David L. Anderson, Rick Borotsik, Murray Calder, Howard Hilstrom, Charles Hubbard, Larry McCormick, Dick Proctor, Bob Speller and Rose-Marie Ur.

Acting Member present: Yvan Loubier for Marcel Gagnon.

In attendance: From the Library of Parliament: Jean-Denis Fréchette, Principal.

Witnesses: From the Canadian Cattlemen's Association: Bill Stewart, Co-Chair, Environment / Animal Care Committee; Peggy Strankman, Manager, Environmental Affairs. From the Ontario Corn Producers' Association: Dennis Jack, President. From the Grain Growers of Canada: Don McCabe, Chairman, Environment Committee; Don Kenny, Member, Executive Committee, Board of Directors. From the Soil and Water Conservation Society: James P. Bruce, Canadian Policy Representative.

The Committee considered their draft budgets.

By unanimous consent, after debate, it was agreed,- That the proposed operational budget of the Committee in the amount of $33,200.00 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

By unanimous consent, after debate, it was agreed,- That the proposed operational budget of the Committee in the amount of $26,400.00 be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

Pursuant to Standing Order 108(2), the Committee resumed its study of the impact of the Kyoto Protocol on the agricultural sector.

Bill Stewart from the Canadian Cattlemen’s Association, Dennis Jack from the Ontario Corn Producers’ Association, Don McCabe from the Grain Growers of Canada and James P. Bruce from the Soil and Water Conservation Society made opening statements and, with the other witnesses, answered questions.

At 10:58 a.m., the Committee adjourned to the call of the Chair.
