Thursday, November 18, 1999
The Human Resources Development and the Status of Persons with Disabilities met at 11:38 a.m. this day, in Room 209, West Block, the Chair, Peter Adams, presiding.
Member(s) of the Committee present: Peter Adams, Paul Crête, Jean Dubé, Raymonde Folco, Christiane Gagnon, John Godfrey, Judi Longfield, Karen Redman, The Hon. Andy Scott, Stéphan Tremblay, Maurice Vellacott, Bryon Wilfert.
In attendance: From the Library of Parliament: Sandra Harder, Researcher and Bill Young, Researcher.
Witness(es): From the Department of Human Resources Development Canada: John Knubley, Assistant Deputy Minister, Insurance; Johanne Bélisle, Director General, Investigation and Control, Insurance; Doug Matheson, Director General, Insurance Service.
Pursuant to Standing Order 108(2), a status report on the Committee's report "Beyond the numbers: The Future of the Social Insurance Number System in Canada"
It was agreed that The Hon. Sheila Finestone be allowed to sit at the table but not participate in the questioning of witnesses.
As per the 48 hour notice adopted by the Committee at its October 28, 1999 meeting notice of a news release announcing the creation of the Sub-Committee on Children & Youth at Risk was given.
At 11:41 a.m. the Committee proceeded to consider the status report on the Committee's report "Beyond the numbers: The Future of the Social Insurance Number System in Canada".
John Knubley made a statement and with the other witnesses answered questions.
Paul Crête moved, -- That the government be condemned for its weak response to the unanimous recommendations of the Standing Committee on Human Resources Development that were made with a view to resolving the crisis in the system of administering social insurance numbers, a matter that was put before the Committee by the Auditor General and, asks to hear the Auditor General in order to ascertain his assessment of the Government's response.
Thereafter the Committee lost its quorum and the Chairman ruled:
RULING BY THE CHAIR
As per Beauchesne, 6th edition paragraphe 808(3) no motion may be put by the Chairman (although notice may be given of proposed motions) nor divisions taken during committee sittings held under a reduced quorum.
At 12:54 p.m., the Committee adjourned to the call of the Chair.
