The committee proceeded to the consideration of matters related to committee business.

RULING BY THE CHAIR

The Chair ruled that Adam Beech speak first, Gabriel Ste Marie speak second and Jake Stewart speak third.

Whereupon, Jake Stewart appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

Motion

Terry Beech moved, — That the committee continue its pre-study of Bill C-19, the Budget Implementation Act, by:

(a) Inviting witnesses to appear on the contents of Bill C-19 during meetings scheduled the weeks of May 2nd, 9th and 16th, 2022, and that;

Members of the committee submit their prioritized witness lists for the study of Bill C-19 to the clerk of the committee by no later than Friday, May 6, 2022, at 6 p.m., and that these lists be distributed to members of the committee as soon as possible;

(b) Moving to clause-by-clause review of Bill C-19, provided that the bill is referred to the committee on or before Thursday, May 19, 2022, no later than Monday, May 30, 2022, at 11:00 a.m., and that;

i. amendments be submitted to the clerk of the committee in both official languages no later than 12:00 p.m. (noon) on Friday, May 27, 2022;

ii. the clerk of the committee write immediately to each member who is not a member of a caucus represented on the committee and any independent members to inform them of the study of Bill C-19 by the committee and to invite them to prepare and submit any proposed amendments to Bill C-19 which they would suggest that the committee consider during the clause-by-clause study of the Bill.

iii. if the Committee has not completed the clause-by-clause consideration of the Bill by 11:00 a.m. on Friday, June 3, 2022, all remaining amendments submitted to the Committee shall be deemed moved, the Chair shall put the question, forthwith and successively, without further debate on all remaining clauses and proposed amendments, as well as each and every question necessary to dispose of clause-by-clause consideration of the Bill, as well as all questions necessary to report the Bill to the House and to order the Chair to report the Bill to the House as soon as possible.

(c) If Bill C-19 is referred to the committee by the House during the subject matter study of the Bill, all witness testimony, evidence and documentation received in public in relation to its subject matter study of Bill C-19 be deemed received by the committee in the context of its legislative study of Bill C-19.

(d) Subject to the approval of the recognized parties’ whips, and the availability of meeting slots from the House of Commons, the committee hold as many additional meetings as possible with the goal of accomplishing at least 20 hours of study prior to the beginning of clause-by-clause consideration of the bill .

Gabriel Ste-Marie moved, — That the motion be amended by adding the following after paragraph (b):

(c) the Chair of the Committee write, as promptly as possible, to the Chairs of the following standing committees to invite them to study the subject matter of the following provisions of Bill C-19, An Act to implement certain provisions of the budget tabled in Parliament on Thursday, April 7, 2022, and other measures :

i. the Standing Committee on International Trade, Part 5, division 9 of the Bill;

ii. the Standing Committee on Industry and Technology, Part 5, divisions 15, 16 and 17 of the Bill;

iii. the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities, Part 5, divisions 26, 27, 29 and 32 of the Bill;

iv. the Standing Committee on Citizenship and Immigration, Part 5, division 23 of the Bill;

v. the Standing Committee on Justice and Human Rights, Part 5, divisions 18, 19, 21 and 22 of the Bill.

Debate arose thereon.

Subamendment

Terry Beech moved, — That the amendment be amended by adding, at the end, the following:

for the standing committees listed in (c),

i. recommendations in relation to the provisions considered by them, in a letter to the Chair of the Standing Committee on Finance, in both official languages, no later than 4:00 p.m. on Friday, May 27, 2022;

ii. if a standing committee listed in (c) chooses not to consider the subject matter of the provisions, it advise the Chair of the committee by letter, in both official languages, no later than 4:00 p.m. on Friday, May 20, 2022.

Debate arose thereon.

(f) Subject to the approval of the recognized parties’ whips, and the availability of meeting slots from the House of Commons, the committee hold as many additional meetings as possible with the goal of accomplishing at least 20 hours of study prior to the beginning of clause-by-clause consideration of the bill.
