Pursuant to Standing Order 83.1, the committee resumed its pre-budget consultations in advance of the 2024 budget.

Mark Purdon, Joanna Bernard, Robert Asselin, George Smitherman, Alex Vronces, Diana Sarosi and Léa Pelletier-Marcotte made statements and, with Julie Pellerin, answered questions.

At 12:26 p.m., the sitting was suspended.

At 12:27 p.m., the sitting resumed.

Motion

Jasraj Singh Hallan moved, — That the committee concur in and report to the House of Commons the comments made by the Governor of the Bank of Canada on October 25, 2023, when he said quote, “We expect government spending to grow at 2.5 per cent. What that means is, if all those spending plans are realized, government spending will be adding to demand more then to supply is growing and in an environment where we are trying to moderate spending and get inflation down, that’s not helpful”.

RULING BY THE CHAIR

The Chair ruled the proposed motion inadmissible as it did not pertain directly to business under consideration and therefore, proper notice was not given to members of the committee.

Whereupon, Philip Lawrence appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

YEAS: Yvan Baker, Rachel Bendayan, Daniel Blaikie, Julie Dzerowicz, Gabriel Ste-Marie, Joanne Thompson, Patrick Weiler — 7;

NAYS: Adam Chambers, Jasraj Singh Hallan, Philip Lawrence, Marty Morantz — 4.

Questioning of the witnesses resumed.

At 1:06 p.m., the committee adjourned to the call of the Chair.
