A meeting of the Board of Internal Economy of the House of Commons was held on Thursday, March 22, 2018, at 11:19 a.m., in Room 237-C, Centre Block.

Present: The Honourables Bardish Chagger, Dominic LeBlanc, Pablo Rodriguez and Candice Bergen; Mr. Mark Strahl; Ms. Ruth Ellen Brosseau

MINUTES OF PREVIOUS MEETING

The minutes of the meeting of March 1, 2018, were adopted and approved for tabling.


BUSINESS ARISING FROM PREVIOUS MEETING

The Board noted correspondence distributed since its last meeting.


PARLIAMENTARY PRECINCT LONG TERM VISION AND PLAN

Stéphan Aubé and Susan Kulba presented an update on the West Block rehabilitation project, including risk mitigation strategies and moving schedules, and along with Michel Patrice, answered questions.

The Board agreed that the House Administration return before the House rises for the summer break to provide a status update and to seek a ‘GO / NO-GO’ decision for September 2018 from the Board.

The Board agreed to defer the completion requirement for several items to September 17, 2018, in order to further reduce the risks now and to enable joint efforts to be focused on all other aspects. These items would include committee room 4, the Board meeting room and the temporary loading facility.


ADMINISTRATION

The Board agreed, that unless otherwise ordered, each member of the Board be allowed to have one staff member present from their office at in camera meetings.


At 11:44 a.m., the sitting was suspended.

At 11:51 p.m., the sitting resumed in camera.

PARLIAMENTARY PRECINCT LONG TERM VISION AND PLAN – SECURITY

The Board discussed security matters related to the upcoming move to West Block under the Long Term Vision and Plan.


LEGAL MATTERS

The Board approved the payment of legal fees of a Member of Parliament and a former Member of Parliament, calculated at the rates approved by the Board for legal counsel, and subject to the invoices being reviewed by the Office of the Law Clerk and Parliamentary Counsel.


WEST BLOCK VISIT

The members of the Board proceeded to the West Block for a tour.
