A meeting of the Board of Internal Economy of the House of Commons was held on Thursday, November 2, 2017, at 11:18 a.m., in Room 237-C, Centre Block.

NEW MEMBER OF THE BOARD

Pursuant to subsections 50(2) and 50(5) of the Parliament of Canada Act, Mr. Peter Julian was sworn in as a member of the Board (October 25, 2017).


MINUTES OF PREVIOUS MEETING

The minutes of the meeting of October 19, 2017, were adopted and approved for tabling.


JOINT INTERPARLIAMENTARY COUNCIL


Parliamentary Associations’ Activities and Expenditures

André Gagnon and Colette Labrecque-Riel provided an overview and answered questions related to the 2016–2017 Parliamentary Associations’ Activities and Expenditures Report.


Enhanced Support for Parliamentary Associations

André Gagnon and Colette Labrecque-Riel presented the Joint Interparliamentary Council’s recommendation for enhanced support for parliamentary associations, specifically additional human resources and consequential permanent funding of $219,201 for the International and Interparliamentary Affairs Directorate, representing the House of Commons’ share as per the 70%-30% formula, for the 2018–2019 fiscal year and subsequent years, and answered questions.

Seeing no consensus, the Board proceeded to the next item of business.


PARLIAMENTARY PRECINCT LONG TERM VISION AND PLAN


Sustaining Evolving Campus-Wide Operations

Benoit Giroux presented a request for additional human and financial resources in relation to evolving campus-wide operations under the Long Term Vision and Plan (LTVP) and answered questions.

The Board approved the following funding:

• Temporary funding in 2018–2019 of $2,755,447;

• Temporary funding in 2019–2020 of $2,149, 211;

• Temporary funding in 2020–2021 of $1,751,425; and

• Permanent funding in 2021–2022 of $1,422, 819.


Sustaining Evolving Campus-Wide Operations

Stephan Aubé presented a request for additional funding for the operation, maintenance and life-cycling of building components and connectivity assets related to the Long Term Vision and Plan (LTVP).

It being 1:00 p.m., the Board agreed to continue the discussion on this topic at its next meeting.
