The Committee proceeded to the consideration of matters related to Committee business.

Pursuant to the Order of Reference of Thursday, February 1, 2018, the Committee resumed consideration of Bill C-62, An Act to amend the Federal Public Sector Labour Relations Act and other Acts.

Motion

Steven Blaney moved, — That, in relation to the study of the Main Estimates 2018-19, the Committee invite the Minister of Families, Children and Social Development, the Minister of Employment, Workforce Development and Labour, and the Minister of Sports and Persons with Disabilities; that the Committee request that the Ministers appear for questions from all members on or before Wednesday, June 13, 2018.

A point of order was raised regarding the order of recognition of members to speak on the motion.

RULING BY THE CHAIR

The Chair ruled that he had recognized Mona Fortier and therefore she had the floor.

A point of order was raised regarding the Chair's refusal to allow debate on the previous point of order.

The Chair ruled that Mr. Warawa would not be given the floor to debate the point of order.

Whereupon, Mark Warawa appealed the decision of the Chair.

The question: “Shall the decision of the Chair be sustained?” was put and the decision was sustained on the following recorded division: YEAS: Mona Fortier, Gordie Hogg, Wayne Long, Robert J. Morrissey, Ramesh Sangha — 5; NAYS: Steven Blaney, Rosemarie Falk, Karine Trudel, Mark Warawa — 4.

Mona Fortier moved, — That the debate be now adjourned.

The question was put on the motion and it was agreed to on the following recorded division:

YEAS: Mona Fortier, Gordie Hogg, Wayne Long, Robert J. Morrissey, Ramesh Sangha — 5;

NAYS: Steven Blaney, Rosemarie Falk, Karine Trudel, Mark Warawa — 4.

The Committee commenced its clause-by-clause study of Bill C-62.

The Chair called Clause 1.

Debate arose thereon.

Steven Blaney gave notice of the following motion:

That clause-by-clause consideration of Bill C-62, An Act to amend the Federal Public Sector Labour Relations Act and other Acts, be postponed until the Committee has received, in both official languages, in writing, the answer to the question concerning the cost and number of public servants who retire after using their bank of sick leave and that this information be provided to the Committee.

On motion of Wayne Long, it was agreed, — That the Committee proceed to the next order of business.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 9, 2017, the Committee resumed its study of experiential learning and pathways to employment for Canadian youth.

Wolfgang Lehmann, by videoconference from London, Ontario, Luisa Atkinson and Paula Speevak made statements and answered questions.

At 5:35 p.m., the Committee adjourned to the call of the Chair.
