The Chair called Clause 1.
Chris P. Champion made a statement and answered questions.
Seamus O'Regan moved, — That the Committee proceed to the clause-by-clause consideration of the Bill.
The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.
At 9:28 a.m., the sitting was suspended.
At 9:30 a.m., the sitting resumed.
A point of order was raised regarding the procedural admissibility of the motion by Seamus O'Regan.
RULING BY THE CHAIR
The Chair ruled the proposed motion by Seamus O'Regan in order as it is respecting the rules of the Committee.
Whereupon, Peter Van Loan appealed the decision of the Chair.
The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:
YEAS: Pierre Breton, Julie Dabrusin, Alistair MacGregor, Seamus O'Regan, Darrell Samson, Dan Vandal — 6;
NAYS: Larry Maguire, Peter Van Loan, Kevin Waugh — 3.
The Committee commenced its clause-by-clause study of the Bill.
A point of order was raised regarding the procedural admissibility of the motion of Seamus O'Regan.
RULING BY THE CHAIR
The Chair ruled, after new arguments have been made, that the motion of Seamus O'Regan is admissible because it respects the process and the rules of the Committee.
Whereupon, Peter Van Loan appealed the decision of the Chair.
