On new Clause 0.1,
Randy Boissonnault moved, — That Bill C-369 be amended by adding after line 3 on page 1 the following new clause:“0.1 The purpose of this Act is to fulfill the Truth and Reconciliation Commission’s Call to Action #80 by creating a federal holiday called The National Day for Truth and Reconciliation which seeks to honour Survivors, their families, and communities, and ensure that public commemoration of the history and legacy of residential schools, and other atrocities committed against First Nation, Inuit and Metis people, remains a vital component of the reconciliation process.”
At 3:59 p.m., the sitting was suspended.
At 4:02 p.m., the sitting resumed.
After debate, the question was put on the amendment of Randy Boissonnault and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.
On Clause 1,
On motion of Dan Vandal, it was agreed, — That Bill C-369, in Clause 1, be amended by replacing lines 7 and 8 on page 1 with the following:
“(ii.1) the National Day for Truth and Reconciliation, observed on September 30,”
The Chair ruled that the following three (3) amendments were consequential to the previous amendment and therefore they were also adopted:
That Bill C-369, in Clause 2, be amended by replacing lines 16 to 18 on page 1 with the following:“Sovereign; Victoria Day; Canada Day; the first Monday in September, designated Labour Day; the National Day for Truth and Reconciliation, observed on September 30; Remem-”
That Bill C-369, in Clause 3, be amended by replacing lines 5 and 6 on page 2 with the following:
“Victoria Day, Canada Day, Labour Day, the National Day for Truth and Reconciliation that is observed on September 30,”
That Bill C-369 be amended by replacing the long title on page 1 with the following:
“An Act to amend the Bills of Exchange Act, the Interpretation Act and the Canada Labour Code (National Day for Truth and Reconciliation)”
Clause 1, as amended, carried.
Clause 2, as amended, carried.
Clause 3, as amended, carried.
On new Clause 4,
Steven Blaney moved, — That Bill C-369 be amended by adding after line 9 on page 2 the following new clause:“4 The Act is amended by adding the following after section 195:
195.01 (1) Despite section 195, the Minister must substitute National Indigenous Peoples Day for such other general holiday as prescribed by regulations in accordance with subsection (2).
(2) The Governor in Council may make regulations prescribing the general holiday for which National Indigenous Peoples Day is to be substituted.”
After debate, by unanimous consent, the amendment was withdrawn.
