Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, June 1, 2016, the Committee resumed its study of genetically modified animals for human consumption.

The Committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

ORDERED, — That the Chair present the Report to the House.

It was agreed, — That the Report be entitled: “Genetically Modified Animals for Human Consumption” .

It was agreed, — That the Chair, Clerk and Analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the Report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the Report.

It was agreed, — That the Committee append to its Report any dissenting and/or supplementary opinions provided that they are no more than five pages in length, in the same style and format as the report (Arial, 12 point, single space); and that they be submitted electronically in both official languages to the Clerk of the Committee, no later than Friday, December 9 at 5:00 p.m. EST.

It was agreed, — That the Chair, in conjunction with the Vice-Chairs, prepare a press release to be issued immediately upon the presentation of the Report in the House of Commons.

It was agreed, — That, notwithstanding the order adopted by the Committee on Wednesday, June 1, 2016, the deadline for the Committee to present its report to the House of Commons related to its study of genetically modified animals for human consumption be Thursday, December 15, 2016.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, pursuant to Standing Order 108(2), the Committee conduct a study of debt in the agriculture sector and the effect of debt on: 1) young farmers and generational transfer of farms; 2) start-up farms operating for 10 years or less; and 3) the ability to expand farming operations; that departmental officials be in attendance for at least one meeting; and that the study be comprised of no less than four meetings to be held at the Committee’s earliest convenience in order that the Committee may report its findings and recommendations to the House.

It was agreed, — That, pursuant to Standing Order 108(2), the Committee conduct a study of the advancements of technology and research in the agriculture industry, particularly as related to: 1) agricultural machinery, and 2) bio-technology, in order to gather feedback from pertinent industries regarding the value of such advancements to the agricultural sector and the most effective allocation of new or current funding; that this study be comprised of no less than four meetings to be held at the Committee's earliest convenience; that departmental officials be in attendance for at least one meeting; that the Committee consider site visits to further an understanding of technology on farm; and that the Committee report its findings and recommendations to the House.

It was agreed, — That, pursuant to Standing Order 108(2), the Committee conduct a study examining non-tariff trade barriers to the sale of agricultural products in relation to free trade agreements; and that this study consist of no less than four meetings; and that the Committee should report its findings to the House.

It was agreed, — That the Committee undertake a study of how the government can help the Canadian agriculture sector better adjust to the increasing severity of issues associated with climate change and better address water and soil conservation issues and that the Committee report its findings to the House.

It was agreed, — That, in relation to its study of non-tariff trade barriers to the sale of agricultural products, the clerk, in conjunction with the Chair, be authorized to prepare a budget for the Committee to travel to Washington in March 2017.

At 10:23 a.m., the Committee adjourned to the call of the Chair.
