The Standing Committee on Fisheries and Oceans met at 3:34 p.m. this day, in Room 536, Wellington Building, for the purpose of electing a Chair, pursuant to Standing Orders 106(1) and 106(2).

 

Members of the Committee present: Raynald Blais, Rodger Cuzner, Loyola Hearn, Randy Kamp, Gerald Keddy, Bill Matthews, Hon. Shawn Murphy, Jean-Yves Roy, Scott Simms, Peter Stoffer and Tom Wappel.

 

Acting Members present: Brian Jean for John Cummins.

 

In attendance: Library of Parliament: Alan Nixon, Principal; François Côté, Analyst.

 

Witnesses: Living Oceans Society: Dorthea Hangaard, Sustainable Fisheries Researcher; Catherine Stewart, Campaigns Director. Ecology Action Centre: Mark Butler, Marine Campaign Coordinator and Internal Director; Wayne Eddy, Eastern Passage fisherman. Marine Conservation Biology Institute: Lance Morgan, Chief Scientist. Oceana: Phil Kline, Senior Fisheries Policy Advisor.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of Peter Stoffer, it was agreed, — That Tom Wappel be elected Chair of the Committee.

 

On motion of Randy Kamp, it was agreed, — That Gerald Keddy be elected first Vice-Chair of the Committee.

 

On motion of Scott Simms, it was agreed, — That Peter Stoffer be elected second Vice-Chair of the Committee.

 

Tom Wappel took the Chair.

 
Pursuant to Standing Order 108(2) and the motion agreed to by the Committee on February 8, 2005, the Committee resumed its study of the northern cod, including the events leading to the collapse of the fishery and the failure of the stock to re-establish itself since the moratorium.
 

It was agreed, — That representatives of the following organizations appear: Living Oceans Society, Ecology Action Centre, Marine Conservation Biology Institute and Oceana.

 

At 3:37 p.m., the sitting was suspended.

At 3:39 p.m., the sitting resumed.

 

Catherine Stewart and Dorothea Hangaard made statements and, with the other witnesses, answered questions.

 

It was agreed, — That from 3:30 to 5:30 p.m. on Tuesday, October 25 and Wednesday, October 26, 2005, the Committee resume its study of the northern cod, including the events leading to the collapse of the fishery and the failure of the stock to re-establish itself since the moratorium.

 

It was agreed, — That the Subcommittee on Agenda and Procedure meet on Tuesday, November 1, 2005 to discuss future committee business.

 

At 5:04 p.m., the Committee adjourned to the call of the Chair.
