The Standing Committee on Foreign Affairs and International Trade met in a televised session at 3:33 p.m. this day, in Room 237-C Centre Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Maurizio Bevilacqua, Stockwell Day, Francine Lalonde, Lawrence MacAulay, Alexa McDonough, Dan McTeague, Ted Menzies, Bernard Patry, Beth Phinney, Kevin Sorenson and Belinda Stronach.

 

Acting Members present: Diane Bourgeois for Pierre A. Paquette, Bev Desjarlais for Alexa McDonough, Paddy Torsney for Maurizio Bevilacqua and Paddy Torsney for Lawrence MacAulay.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal; James Lee, Analyst; Marcus Pistor, Analyst.

 

Appearing: Hon. Aileen Carroll, Minister of International Cooperation.

 

Witnesses: Canadian International Development Agency: Ric Cameron, Senior Vice-President; Denis Kingsley, Vice-President, Human Resources and Corporate Services Branch; David G. Moloney, Vice-President, Policy Branch.

 
Pursuant to Standing Order 81(4), and the motion adopted by the Committee on October 20 2004, the Committee commenced consideration of the Main Estimates 2004-2005: Votes 15, 20, L25 and L30 under Canadian International Development Agency referred to the Committee on October 8, 2004.
 

By unanimous consent, the Chair called Votes 15, 20, L25 and L30 under Canadian International Development Agency

 

The Minister made a statement and with David G. Moloney and Ric Cameron answered questions.

 

At 4:57 p.m., the sitting was suspended.

 

At 5:02 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Report on the Environmental Review Directive and other environmental review processes of Export Development Corporation sent to Chair with a letter from the Commissioner of the Environment and Sustainable Development be referred to the Subcommittee on International Trade, Trade Disputes and Investments.

 

It was agreed, — That pursuant to Standing Order 108(2), the Committee consider World Food issues and that James Morris, Executive Director, World Food Program be invited to appear jointly with the Standing Committee on Agriculture and Agri-Food.

 

It was agreed, — That, pursuant to Standing Order 108(2) the Committee consider the 5 year Report of Rights and Democracy tabled in the House during the 37th Parliament, pursuant to section 31 of International Centre for Human Rights and Democratic Development Act .

 

It was agreed, — That the request from Rights and Democracy for the Prime Minister of the National Coalition Government of the Union of Burma to appear before the Committee be referred to the Subcommittee on Human Rights and International Development.

 

At 5:22 p.m., the Committee adjourned to the call of the Chair.
