The Standing Committee on Foreign Affairs and International Trade met at 9:04 a.m. this day, in Room 269 West Block, the Vice-Chair, Francine Lalonde, presiding.

 

Members of the Committee present: Hon. Maurizio Bevilacqua, Stockwell Day, Francine Lalonde, Hon. Lawrence MacAulay, Alexa McDonough, Hon. Dan McTeague, Ted Menzies, Pierre A. Paquette, Bernard Patry and Kevin Sorenson.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal; James Lee, Analyst; Marcus Pistor, Analyst.

 

Witnesses: Canadian Council for International Cooperation: Gerry Barr, President and Chief Executive Officer; Anne Buchanan, Coordinator, Organizational Development; Erin Simpson, Policy Officer, Peace, Security and Development; Gauri Sreenivasan, Policy Officer, Trade; Brian Tomlinson, Policy Officer, Development Aid.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on October 20, 2004, the Committee resumed its study of the International Policy Review.
 

Gerry Barr made a statement and, with the other witnesses, answered questions.

 

At 9:07 a.m., Francine Lalonde left the Chair.

At 9:07 a.m. Bernard Patry took the Chair.

 

At 9:57 a.m., Bernard Patry left the Chair.

At 9:57 a.m., Kevin Sorenson took the Chair.

 

At 10:05 a.m., Kevin Sorenson left the Chair.

At 10:05 a.m., Bernard Patry took the Chair.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the general operating budget of the Subcommittee on Human Rights and International Development.

 

By unanimous consent, it was agreed, — That the proposed budget of the Subcommmittee on Human Rights and International Development in the amount of $ 11,100 be adopted.

 

The Committee resumed consideration of the motion of Stockwell Day, — That, in the opinion of the Standing Committee on Foreign Affairs and International Trade, the government should demand that the State of Israel be afforded the same right of any other member nation to participate in the deliberations of all United Nations bodies, and that the Chair report the same to the House.

 

By unanimous consent, it was agreed, — That the debate on the motion be now adjourned until the next sitting of the Committee.

 

Stockwell Day moved, — That, in the opinion of the Committee, the Minister of Foreign Affairs should obtain from the United Nations a full report on the United Nations Oil-for-Food scandal investigation and provide a copy of the said report to the Committee in order to prove or disprove any implication of Canadians or Canadian companies.

Debate arose thereon.

 

Alexa McDonough moved, — That the motion be amended by deleting the words “in order to prove or disprove any implication of Canadians or Canadian companies”.

 

After debate, the question was put on the amendment of Alexa McDonough and it was agreed to.

 

The question was put on the motion, as amended, and it was agreed to.

 

By unanimous consent, it was agreed, — That the Chair report the resolution to the House.

 

At 10:59 a.m., the Committee adjourned to the call of the Chair.
