The Standing Committee on Foreign Affairs and International Trade met in a televised session at 3:37 p.m. this day, in Room 253-D Centre Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Francine Lalonde, Alexa McDonough, Dan McTeague, Ted Menzies, Pierre A. Paquette, Bernard Patry, Beth Phinney, Kevin Sorenson and Belinda Stronach.

 

Acting Members present: James Moore for Stockwell Day.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal; James Lee, Analyst; Marcus Pistor, Analyst.

 

Appearing: Hon. Pierre Pettigrew, Minister of Foreign Affairs.

 

Witnesses: Department of Foreign Affairs: Peter Harder, Deputy Minister of Foreign Affairs; Kathryn E. McCallion, Assistant Deputy Minister, Corporate Services, Passport, and Consular Affairs; James R. Wright, Assistant Deputy Minister, Global and Security Policy.

 
Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2004-2005: Votes 1, 5, 10, 15, 20, L25, L30, 35 and 40 under Foreign Affairs referred to the Committee on Friday, October 8, 2004.
 

By unanimous consent, the Chair called Votes 1, 5, 10, 15, 20, L25, L30, 35 and 40 under Foreign Affairs.

 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 5:07 p.m., the sitting was suspended.

At 5:09 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, notwithstanding the Committee Order of October 14, 2004 by which the Committee established a Subcommittee on Human Rights and International Development, the Subcommittee be authorized to sit at 3:30 p.m. December 1, 2004. in order to examine the human rights situation in Burma, pursuant to the Committee’s reference to the Subcommittee on November 15, 2004 of a request from Rights and Democracy to have appear the Prime Minister of the National Coalition Government of the Union of Burma.

 

Ted Menzies moved, — That an operational budget of $ 9400, be adopted for the Subcommittee on International Trade, Trade Disputes and Investments and that the Chair present the said budget to the Standing Committee on Liaison.

 

After debate, the question was put on the motion and it was agreed to.

 

At 5:18 p.m., the Committee adjourned to the call of the Chair.
