MINUTES OF PROCEEDINGS

Meeting No. 17

Thursday, March 23, 2000

The Standing Committee on Canadian Heritage met in camera at 11:15 a.m. this day, in Room 371, West Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Mauril Bélanger, Sarmite Bulte, Irwin Cotler, Pierre de Savoye, Rick Limoges, Clifford Lincoln, Inky Mark, Dennis Mills, Mark Muise, Alex Shepherd.

Acting Members present: Hec Clouthier for Dennis Mills; Ovid Jackson for Paul Bonwick.

In attendance: From the Library of Parliament: Joseph Jackson, Researcher.

It was agreed,-That the Committee sit in camera.

The Committee proceeded to consider its future business.

It was moved,-That the Committee adopt a budget of $ 45,000.00 for witness expenses for fiscal year ending March 31, 2000.

And debate arising thereon;

It was moved,-That the motion be amended by adding after "31/03/00", the following:

"and that the Research Officers prepare, by the third week of April, 2000, an analysis of the work conducted to date."

The question being put on the amendment, it was agreed to.

It was agreed,-That witnesses be heard on the topic of the book publishing namely:

- Competition Bureau

- Investment Bureau

- Copyright.com

- Wanda Noël

- Writers/Editors/Publishers

It was agreed,-That written information be sollicited from Chapters, Pegasus.

It was agreed,-That the Committee attempt to complete its hearings on its Book Publishing Study within the next three weeks.

It was agreed, - That the Committee approve an operational budget of $82,500.00 for the period from 01/04/00 to 31/10/00.

It was agreed,-That the Clerk and Researchers prepare a draft schedule of meetings until June 23, 2000 for consideration by the Committee.

At 12:10 p.m., the Committee adjourned to the call of the Chair.
