A meeting of the Board of Internal Economy (Board) of the House of Commons was held on Thursday, May 30, 2024, at 11:07 a.m., in Room 225-A, West Block.

MINUTES OF PREVIOUS MEETING

The minutes of the meeting of May 23, 2024, were approved for tabling.


BUSINESS ARISING FROM PREVIOUS MEETINGS

The Board took note of correspondence distributed since its last meeting.


DONATION OF A TABLE TO THE MONTSERRAT LEGISLATURE

Speaker Greg Fergus presented a request made by the Government of Montserrat for the House Administration to consider building a Clerk’s Table for donation to their Legislative Assembly to support the redevelopment of the legislature. Rebekah Kletke, Chief Operations Officer, provided additional information and answered questions.

The Board approved the request.


ANNUAL REPORT ON THE MEMBERS OF THE HOUSE OF COMMONS WORKPLACE HARASSMENT AND VIOLENCE PREVENTION POLICY FOR 2023–2024

Carolyne Evangelidis, Chief Human Resources Officer, presented the Annual Report on the Members of the House of Commons Workplace Harassment and Violence Prevention Policy for 2023–2024 and, with Myriam Beauparlant, Manager, Respectful Workplace, Diversity and Inclusion and Michel Bédard, Law Clerk and Parliamentary Counsel, answered questions.


At 11:30 a.m., the sitting was suspended.

At 11:32 a.m., the sitting resumed in camera.


PAY PROVISIONS FOR THE LAW GROUP AT THE HOUSE OF COMMONS

The Board approved the following:


• A transition to the single pay grid for legal and legislative counsel at the House, including additional steps and new maximum range, in line with the agreement between the Treasury Board Secretariat (TBS) and the Association of Justice Counsel (AJC), as follows:

o 0.31% retroactive increase effective April 1, 2022, for the HLP-02 level and the retroactive addition of 3 new steps;

o 4.99% retroactive increase effective April 1, 2022, for the HLP-03 level and the retroactive addition of 2 new steps;

o 6.31% to 15.07% retroactive increase effective April 1, 2022, for the HLC-01 level, including the new maximum range; and

o 6.14% to 8.69% retroactive increase effective April 1, 2022, for the HLC-02 level, including the new maximum range.

• An extension of the economic increases and wage adjustments, in line with the agreement between the TBS and the AJC, to the counsel in the HLP and HLC occupational groups at the House of Commons, as follows:

o 2022–2023: 3.5% economic increase and 1.25% wage adjustment (compounded total increase of 4.794%);

o 2023–2024: 3% economic increase and 0.5% wage adjustment (compounded total increase of 8.477%);

o 2024–2025: 2% economic increase and 0.25% wage adjustment (compounded total increase of 10.923%); and

o 2025–2026: 2% economic increase (compounded total increase of 13.142%).

• A one-time lump-sum payment of $2,500, in line with the agreement between the TBS and the AJC, to counsel in the HLP occupational group.

• The inclusion of $1,047,132 (excluding funding for employee benefit plans [EBPs] in the amount of $144,504) in the 2024–2025 Supplementary Estimates to fund grid adjustments, economic increases and wage adjustments for legal and legislative counsel at the House, as required.

• The inclusion of $782,564 (excluding funding for EBPs in the amount of $107,994) in the 2025–2026 Main Estimates to fund these increases and adjustments.
