At 9:46 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

John Conti, by videoconference from Washington, D.C., United States, and Duncan Millard, by videoconference from Paris, France, made statements and answered questions.

At 10:43 a.m., the Committee adjourned to the call of the Chair.
