The Standing Committee on Procedure and House Affairs met in a televised session at 11:00 a.m. this day, in Room 237-C, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Chris Charlton, Joe Comartin, Marc Garneau, Greg Kerr, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Joe Preston, Scott Reid and John Williamson.

 

Acting Members present: David Christopherson for Philip Toone.

 

In attendance: Library of Parliament: Michel Bédard, Analyst.

 

Appearing: Hon. Tim Uppal, Minister of State (Democratic Reform).

 

Witnesses: Elections Canada: Marc Mayrand, Chief Electoral Officer; François Faucher, Senior Director, Electoral Redistribution ; Stéphane Perrault, Senior General Counsel and Senior Director, Legal Services Directorate; Rennie Molnar, Deputy Chief Electoral Officer, Electoral Event. Privy Council Office: Matthew Lynch, Director, Democratic Reform; Jean-François Morin, Senior Policy Advisor, Democratic Reform.

 
Pursuant to the Order of Reference of Thursday, November 3, 2011, the Committee commenced consideration of Bill C-20, An Act to amend the Constitution Act, 1867, the Electoral Boundaries Readjustment Act and the Canada Elections Act.
 

The Hon. Tim Uppal made a statement and, with Matthew Lynch and Jean-François Morin, answered questions.

 

At 12:01 p.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed.

 

Marc Mayrand made a statement and, with Stéphane Perrault, Rennie Molnar and François Faucher, answered questions.

 

At 12:44 p.m., the sitting was suspended.

At 12:46 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That in relation to the study of the Report of the Chief Electoral Officer of Canada entitled “Responding to Changing Needs – Recommendations from the Chief Electoral Officer of Canada Following the 40th General Election”, the proposed budget in the amount of $ 1,700, for the period of 2011-2012 be adopted.

 

At 1:02 p.m., the Committee adjourned to the call of the Chair.
