The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Scott Armstrong, Nathan Cullen, Marc Garneau, Parm Gill, Alexandrine Latendresse, Tom Lukiwski, Joe Preston, Scott Reid, Philip Toone, Nycole Turmel and John Williamson.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Michel Bédard, Analyst.

 
Pursuant to Standing Order 106(2), the Clerk of the Committee proceeded to the election of Vice-Chair.
 

On motion of Nycole Turmel, it was agreed, — That Alexendrine Latendresse be elected First Vice-Chair of the Committee.

 

On motion of Tom Lukiwski, it was agreed, — That, pursuant to Standing Order 91.1(1), Dave MacKenzie be appointed Chair of the Subcommittee on Private Member's business.

 

At 11:07 a.m., the sitting was suspended.

At 11:08 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Fourth Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in as amended:

1) That the meeting scheduled for Thursday, September 27, 2012, be on the study of the Conflict of Interest Code for Members and that the Analysts provide an update of the Committee`s work on this study.

2) That no meeting be scheduled for Tuesday, October 2, 2012, and that members of the Committee instead attend an informal information session at Elections Canada during the hours of 11:00 a.m. to 1:00 p.m.

3) That the Clerk and the Law Clerk be invited to appear at the meeting scheduled for Thursday, October 4, 2012, to speak to the study of access to information requests and parliamentary privilege

4) That continuing into the fall, the Committee continue the study of the Conflict of Interest Code for Members and the study of the Review of the Standing Orders.

 

At 11:36 a.m., the Committee adjourned to the call of the Chair.
