The Standing Committee on Government Operations and Estimates met at 11:01 a.m. this day, in Room 306, La Promenade Building, the Chair, Pat Martin, presiding.

Members of the Committee present: Dan Albas, Jay Aspin, Denis Blanchette, Kelly Block, Peter Braid, Linda Duncan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat and Bernard Trottier.

Acting Members present: Shelly Glover for Hon. Ron Cannan.

In attendance: Library of Parliament: Raphaelle Deraspe, Analyst ; Lindsay McGlashan, Analyst.

Witnesses: Privy Council Office: Marc Bélisle, Executive Director, Finance and Corporate Planning Division; Filipe Dinis, Assistant Secretary to the Cabinet, Business Transformation and Renewal Secretariat; Michelle Doucet, Assistant Deputy Minister, Corporate Services; Ian McCowan, Assistant Secretary to the Cabinet, Communications and Consultations. Canadian Intergovernmental Conference Secretariat: Anik Lapointe, Director, Corporate Services; André M. McArdle, Secretary; Daniel Plourde, Assistant Secretary.

Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2013-14: Votes 1, 5 and 10 under PRIVY COUNCIL referred to the Committee on Monday, February 25, 2013.

Michelle Doucet and André M. McArdle made statements and, with the other witnesses, answered questions.

At 12:46 p.m., the sitting was suspended.

At 12:48 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, notwithstanding any decision made prior, the Committee shall devote the second hour of its meeting of Tuesday, May 7, 2013, to the consideration of documents from the U.S. Government as part of the study of energy efficiency in government buildings, structures and public works.

It was agreed, — That, notwithstanding any decision made prior, the Committee shall invite the relevant officials from the Treasury Board Secretariat to appear during the first hour of its meeting of Tuesday, May 21, 2013, to give a briefing on the new Expenditure Database.

It was agreed, — That, notwithstanding any decision made prior, the Committee shall devote the second hour of its meeting of Tuesday, May 21, 2013, and its meetings of Thursday, May 23 and Thursday, May 30, 2013, to consideration of a draft report on energy efficiency in government buildings, structures and public works.

At 12:59 p.m., the Committee adjourned to the call of the Chair.
