The Standing Committee on Government Operations and Estimates met in a televised session at 11:01 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Dan Albas, Jay Aspin, Denis Blanchette, Peter Braid, Hon. Ron Cannan, Linda Duncan, Jacques Gourde, Pat Martin, Hon. John McCallum, Mathieu Ravignat and Bernard Trottier.

 

Acting Members present: Gordon Brown for Jay Aspin and Rob Clarke for Kelly Block.

 

In attendance: Library of Parliament: Raphaelle Deraspe, Analyst; Lindsay McGlashan, Analyst.

 

Witnesses: Department of Public Works and Government Services: Michelle d'Auray, Deputy Minister; Alex Lakroni, Chief Financial Officer, Finance Branch; John McBain, Special Advisor to the Deputy Minister. Shared Services Canada: Liseanne Forand, President; Benoît Long, Senior Assistant Deputy Minister, Transformation, Service Strategy and Design Branch; Gina Rallis, Senior Assistant Deputy Minister and Chief Financial Officer, Corporate Services.

 
Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2013-14 referred to the Committee on Monday, February 25, 2013.
 

Linda Duncan moved, — That the clerk reschedule the appearance of the Minister of Public Works and Government Services regarding her department’s Main Estimates 2013–14.

Debate arose thereon.

 

Peter Braid moved, — That the debate be now adjourned.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

Michelle d'Auray and Liseanne Forand made statements and, with the other witnesses, answered questions.

 

Linda Duncan moved, — That the Committee invite the Minister of Public Works and Government Operations and departmental officials to appear to provide an update on any specific measures taken, if any, to address issues and concerns with procurement for relocation services under the Integrated Relocation Program, including: (1) Revisions to policy and practice in response to concerns and recommendations in the November 2006 Report of the Auditor General; (2) Revisions to policy and practice in response to the judgment and award against the Government in the case of Envoy Relocation Services Inc. vs. The Attorney General of Canada, which held that the Crown breached express terms of the Request for Proposals (RFP), breached its duty of fair and equal treatment in the conduct of these procurement process in relation to property management component of the RFP, that the weighting in the selection formula was intentionally amended to one particular bidder, and that the Crown’s conduct on the issue of amending the selection formula constituted bad faith; (3) Any additional changes to the Integrated Relocation Program procurement processes.

Ron Cannan moved, — That the debate be now adjourned.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

The Committee resumed consideration of the Main Estimates 2013-14. Questioning of the witnesses resumed.

 

It was agreed, — That the Committee immediately resume the debate on the motion of Linda Duncan concerning the appearance of the Minister of Public Works and Government Services regarding her department’s Main Estimates 2013–14.

 

Peter Braid moved, — That the motion be amended by replacing the words “the Clerk reschedule” with the words “the Subcommittee on Agenda and Procedure consider the advisability of rescheduling, if the Committee’s agenda permits,”.

Debate arose thereon.

 

The question was put on the amendment of Peter Braid and it was agreed to, by a show of hands: YEAS: 7; NAYS: 1.

 

After debate, the question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 7; NAYS: 1.

 

The motion, as amended, read as follows:

That the Subcommittee on Agenda and Procedure consider the advisability of rescheduling, if the Committee’s agenda permits, the appearance of the Minister of Public Works and Government Services regarding her department’s Main Estimates 2013–14.

 

At 1:05 p.m., the Committee adjourned to the call of the Chair.
