The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 3:28 p.m. this day, in Room C-110, 1 Wellington Street, the Chair, the Hon. Shawn Murphy, presiding.

 

Members of the Committee present: Harold Albrecht, Hon. Carolyn Bennett, Kelly Block, Paul Calandra, Hon. Wayne Easter, Hon. Shawn Murphy, Pierre Poilievre, Bill Siksay and Ève-Mary Thaï Thi Lac.

 

Acting Members present: Claude Guimond for Carole Freeman, Michael John Savage for Hon. Carolyn Bennett, Gary Ralph Schellenberger for Patricia Davidson and Scott Simms for Hon. Carolyn Bennett.

 

In attendance: Library of Parliament: Élise Hurtubise-Loranger, Analyst; Dara Lithwick, Analyst.

 

Witnesses: Office of the Commissioner of Lobbying: Karen E. Shepherd, Commissioner of Lobbying; René Leblanc, Deputy Commissioner; Bruce Bergen, Senior Counsel.

 
Pursuant to Standing Order 108(3)(h)(vi), the Committee proceeded to a briefing with the Commissioner of Lobbying.
 

Karen E. Shepherd made a statement and, with the other witnesses, answered questions.

 

At 5:02 p.m., the sitting was suspended.

At 5:03 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Paul Calandra moved, — That the Committee study Access to Information at the Canadian Broadcasting Corporation, and invite members of the CBC executive and other witnesses to testify in this regard.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to.

 

The Chair presented the Seventh Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, December 14, 2010, to consider the business of the Committee and agreed to make the following recommendation:

— That the Committee undertake an e-consultation process for the purpose of its study on Open Government. The E-Consultation will be done accordingly to the terms set out in the document entitled “Plan for an E-Consultation Process”.

 

The question: "That the report of the Subcommittee be concurred in" was put and was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

 

At 5:25 p.m., the sitting was suspended.

 

At 5:26 p.m., the Committee resumed sitting in camera.

 
Pursuant to Standing Order 108(3)(h)(vi) and the motion adopted by the Committee on Thursday, March 25, 2010, the Committee resumed its study on street imaging applications (Google, Canpages, etc.).
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: “Mapping privacy protection in the digital world: study of the privacy implications of street-level imaging applications”.

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

At 5:28 p.m., the Committee adjourned to the call of the Chair.
