The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. Shawn Murphy, presiding.

 

Members of the Committee present: Hon. Jim Abbott, Harold Albrecht, Hon. Carolyn Bennett, Paul Calandra, Patricia Davidson, Carole Freeman, Hon. Shawn Murphy, Pierre Poilievre, Bill Siksay and Ève-Mary Thaï Thi Lac.

 

Acting Members present: Mike Allen for Harold Albrecht and Sukh Dhaliwal for Hon. Wayne Easter.

 

In attendance: Library of Parliament: Élise Hurtubise-Loranger, Analyst; Dara Lithwick, Analyst.

 

Witnesses: Treasury Board Secretariat: Corinne Charette, Chief Information Officer; Stephen Walker, Senior Director, Information Management Decision, Chief Information Officer Branch. Department of Natural Resources: Brian Gray, Assistant Deputy Minister, Earth Sciences Sector; Bill Merklinger, Assistant Deputy Minister and Chief Financial Officer, Corporate Management and Services Sector; Prashant Shukle, Director General, Mapping Information Branch. Department of the Environment: Chuck Shawcross, Assistant Deputy Minister and Chief Information Officer, Chief Information Officer Branch.

 
Pursuant to Standing Order 108(3)(h)(vi) and the motion adopted by the Committee on Thursday, April 1, 2010, the Committee resumed its study on open government.
 

Corinne Charette, Brian Gray and Chuck Shawcross made statements and, with the other witnesses, answered questions.

 

Carole Freeman moved, — That the President of the Treasury Board be invited to appear before the Committee in regard to the study on open government.

 

The Chair ruled the proposed motion inadmissible as proper notice was not given to members of the Committee as provided in the motion adopted by the Committee.

 

Whereupon, Carole Freeman appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division: YEAS: Jim Abbott, Mike Allen, Carolyn Bennett, Paul Calandra, Patricia Davidson, Pierre Poilievre — 6; NAYS: Sukh Dhaliwal, Carole Freeman, Bill Siksay, Ève-Mary Thaï Thi Lac — 4.

 

Carole Freeman gave notice of the following motion:

That the President of the Treasury Board be invited to appear before the Committee in regard to the study on open government.

 

At 5:11 p.m., the sitting was suspended.

At 5:13 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Paul Calandra moved, — That Wednesday, February 16, 2011 be reserved to commence the study on Access to Information at the Canadian Broadcasting Corporation, pursuant to the motion adopted on Tuesday, December 14, 2010; and, that the Clerk of the Committee be directed to call Hubert Lacroix, President and Chief executive Officer of CBC/Radio-Canada, to appear before the Committee on Wednesday, February 16, 2011.

 

The question was put on the motion and the result of the vote was announced: YEAS: 5; NAYS: 5.

Whereupon, the Chair voted in the negative.

Accordingly, the motion was negatived.

 

At 5:24 p.m., the Committee adjourned to the call of the Chair.
