The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 3:29 p.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. Shawn Murphy, presiding.

 

Members of the Committee present: Harold Albrecht, Hon. Carolyn Bennett, Paul Calandra, Patricia Davidson, Hon. Wayne Easter, Hon. Shawn Murphy, Pierre Poilievre and Bill Siksay.

 

Acting Members present: Bernard Bigras for Carole Freeman, Steven Blaney for Kelly Block and Robert Bouchard for Ève-Mary Thaï Thi Lac.

 

In attendance: Library of Parliament: Élise Hurtubise-Loranger, Analyst; Dara Lithwick, Analyst.

 

Witnesses: Department of the Environment: Pierre Bernier, Director General, Corporate Secretariat; Shelley Emmerson, Manager, Access to Information and Privacy; Bob Hamilton, Associate Deputy Minister. Office of the Privacy Commissioner of Canada: Jennifer Stoddart, Privacy Commissioner; Tom Pulcine, Director General and Chief Financial Officer, Corporate Services Branch; Carman Baggaley, Senior Strategic International Policy Analyst, Legal Services, Policy and Parliamentary Affairs Branch .

 
Pursuant to Standing Order 108(3)(h)(vi) and the motion adopted by the Committee on Tuesday, October 26, 2010, the Committee commenced its study of the follow-up on the Information Commissioner's Report Cards.
 

Bob Hamilton made a statement and, with the other witnesses, answered questions.

 

At 4:55 p.m., the sitting was suspended.

At 4:56 p.m., the sitting resumed.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2010-2011: Vote 45b under JUSTICE referred to the Committee on Thursday, November 4, 2010.
 

Jennifer Stoddart made a statement and answered questions.

 

The Chair called Vote 45b under JUSTICE.

 

Vote 45b JUSTICE carried.

 

ORDERED, — That the Chair report Vote 45b under JUSTICE to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fifth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, November 23, 2010, to consider to consider the business of the Committee and agreed to make the following recommendation:

In light of the fact that the Committee is studying open government, and in light of the fact that any study on open government would benefit greatly from engaging in e-consultations and online outreach with stakeholders and interested Canadians, the Committee, as part of the study, immediately develop a plan to facilitate e-consultations and online outreach. And that this plan be developed and presented to the Committee no later than December 16, 2010.

 

On motion of Bill Siksay, it was agreed, — That the report of the Subcommittee be concurred in.

 

Paul Calandra moved, — That the Committee call on Serge Ménard, Bloc Québécois Member of Parliament for Marc-Aurèle-Fortin, to appear before the Committee to discuss his allegation that he was offered illegal cash while he was a provincial candidate.

Debate arose thereon.

 

On motion of Pierre Poilievre, it was agreed, — That consideration of the motion be postponed until the meeting on Thursday, November 25, 2010.

 

At 5:27 p.m., the Committee adjourned to the call of the Chair.
