The Standing Committee on Aboriginal Affairs and Northern Development met at 3:27 p.m. this day, in Room 371, West Block, the Chair, Bruce Stanton, presiding.

 

Members of the Committee present: Hon. Larry Bagnell, Rob Clarke, Jean Crowder, Earl Dreeshen, John Duncan, Marc Lemay, Yvon Lévesque, LaVar Payne, Greg Rickford, Todd Norman Russell and Bruce Stanton.

 

Acting Members present: Kelly Block for Rob Clarke, James Lunney for LaVar Payne, Hon. Keith Martin for Hon. Anita Neville, Hon. Geoff Regan for Hon. Anita Neville and Devinder Shory for Earl Dreeshen.

 

In attendance: Library of Parliament: Mary Hurley, Analyst; James Gauthier, Analyst.

 

Appearing: Hon. Chuck Strahl, Minister of Indian Affairs and Northern Development.

 

Witnesses: Canadian Northern Economic Development Agency: Marie-José Bourassa, Director General, Corporate Services and Chief Financial Officer; Nicole Jauvin, Deputy Minister and President. Department of Indian Affairs and Northern Development: Colleen Swords, Associate Deputy Minister; Peter Traversy, Acting Chief Financial Officer.

 
Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (C) 2009-2010: Votes 1c, 10c and 37c under INDIAN AFFAIRS AND NORTHERN DEVELOPMENT referred to the Committee on Wednesday, March 3, 2010.
 

The witnesses made statements and answered questions.

 

At 4:38 p.m., the sitting was suspended.

At 4:41 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Larry Bagnell moved, — That the Standing Committee on Aboriginal Affairs and Northern Development conduct a study on the impact of the federal government’s decision not to provide funding to the Aboriginal Healing Foundation in Budget 2010, and the effect of this decision on the Aboriginal Healing Foundation’s nation-wide network of one hundred and thirty four community based healing initiatives that will no longer have support from the Foundation after March 31st when current funds run out; furthermore, that the committee call government officials to be present to answer questions from the committee, as well as hear from expert witnesses from the Aboriginal Healing Foundation, representatives from community based healing initiatives, and Aboriginal leaders and families affected.

Debate arose thereon.

 

It was agreed, — That the motion be further considered at the meeting of Thursday, March 25, 2010.

 

At 5:17 p.m., the Committee adjourned to the call of the Chair.
