The Standing Committee on Aboriginal Affairs and Northern Development met at 8:48 a.m. this day, in Room C-160, 1 Wellington Street, the Chair, Bruce Stanton, presiding.

 

Members of the Committee present: Hon. Larry Bagnell, Rob Clarke, Jean Crowder, Earl Dreeshen, Marc Lemay, Yvon Lévesque, Hon. Anita Neville, LaVar Payne, Greg Rickford, Bruce Stanton and John Weston.

 

Acting Members present: Hon. Hedy Fry for Todd Norman Russell.

 

In attendance: Library of Parliament: James Gauthier, Analyst; Shauna Troniak, Analyst.

 

Witnesses: Department of Indian Affairs and Northern Development: Colleen Swords, Associate Deputy Minister; Anik Dupont, Director General, Specific Claims Branch. Department of Justice: Pamela McCurry, Assistant Deputy Attorney General, Aboriginal Affairs Portfolio; Deborah Friedman, General Counsel and Director, Specific Claims Section, Aboriginal Affairs Portfolio.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, October 4, 2010, the Committee resumed its study of specific claims tribunal process.
 

Collen Swords and Pamela McCurry made statements, and with Anik Dupont and Deborah Friedman, answered questions.

 

At 10:03 a.m., the sitting was suspended.

At 10:08 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Fourth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee recommends:

 

That the Hon. John Duncan, P.C., M.P, Minister of Indian and Northern Affairs Canada, be invited to appear before the Committee as part of its study on the Supplementary Estimates (C) during the week of March 7, 2011.

 

That the Committee consider travelling to Canada's North to present its report entitled Study of Northern Territories Economic Development: Barriers and Solutions.

 

That, as part of its study of the specific claims tribunal process, the Committee hear the following witnesses in addition to those already identified:

-The Union of BC Indian Chiefs

-The Delta Cree

-The Bigstone Cree Nation

 

That the priority be given to consider Bill C-575, An Act respecting the accountability and enhanced financial transparency of elected officials of First Nations communities, upon referral to the Committee.

 

That the Committee begin its study of the draft report on First Nations Child and Family Services on March 22 and 24 or March 29 and 31, 2011.

 

It was agreed, — That the report be adopted.

 

It was agreed, — That, during its study of Bill C-530, the following witnesses be invited to appear on March 3, 2011: Dennis Bevington, M.P., the Department of Indian and Northern Affairs, the Department of Finance and the Department of Finance of the Government of the Northwest Territories.

 

It was agreed, — That the Registrar of the Specific Claims Tribunal be invited to appear, as an alternative to Judge Harry Slade, President of the Specific Claims Tribunal, before the Committee as part of its study of the specific claims tribunal process.

 

It was agreed, — That the report entitled Northerners' Perspectives for Prosperity be translated in French, English and in Inuktitut (South Baffin dialect).

 

At 10:38 a.m., the Committee adjourned to the call of the Chair.
