The Standing Committee on Aboriginal Affairs and Northern Development met at 3:32 p.m. this day, in Room C-160, 1 Wellington, the Chair, Bruce Stanton, presiding.

 

Members of the Committee present: Hon. Larry Bagnell, Rob Clarke, Jean Crowder, Earl Dreeshen, Shelly Glover, Marc Lemay, Yvon Lévesque, Hon. Anita Neville, LaVar Payne, Todd Norman Russell, Bruce Stanton and John Weston.

 

Acting Members present: André Bellavance for Marc Lemay.

 

Associate Members present: Dennis Bevington.

 

In attendance: Library of Parliament: James Gauthier, Analyst; Odette Madore, Analyst; Danielle Lussier, Analyst; Shauna Troniak, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Todd Norman Russell moved, — That the Committee undertake a study on the specific claims tribunal process and on issues relating to a process for claims with a value over $150 million, using situations such as the land rights grievance at Six Nations of the Grand River, Ontario as part of the case study, and that the Committee identify and invite those First Nations, and other communities with claims over $150 million, to appear before the Committee.

 

After debate, the question was put on the motion and it was agreed to.

 

At 3:41 p.m., the sitting was suspended.

At 3:42 p.m., the sitting resumed in-camera.

 

The Chair presented the First Report of the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Wednesday, September 29, 2010, to consider the business of the Committee and agreed to make the following recommendations:

That the Committee begin the fall session by considering the draft report on Northern Territories’ Economic Development for four meetings, followed by a study of Nutrition North Canada for three meetings, and then with the study on First Nations Child and Family Services. One meeting should also be devoted to the consideration of the Supplementary Estimates (B) once they are presented in the House, pursuant to the availability of the Minister.

 

It was agreed, — That the First Report of the Subcommittee on Agenda and Procedure be concurred in..

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, March 25, 2010, the Committee resumed its study of Northern Territories Economic Development: Barriers and Solutions.
 

The Committee commenced consideration of a draft report.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
