The Standing Committee on Aboriginal Affairs and Northern Development met at 9:01 a.m. this day, in Room 269, West Block, the Chair, Bruce Stanton, presiding.

 

Members of the Committee present: Harold Albrecht, Hon. Larry Bagnell, Hon. Mauril Bélanger, Rob Clarke, Jean Crowder, John Duncan, Marc Lemay, LaVar Payne, Greg Rickford, Todd Norman Russell and Bruce Stanton.

 

Acting Members present: Roger Gaudet for Yvon Lévesque.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 

Witnesses: Department of Indian Affairs and Northern Development: Patrick Borbey, Assistant Deputy Minister, Northern Affairs; Timothy Gardiner, Director, Northern Economic Development Directorate, Northern Strategic Policy Branch; Stephen Traynor, Director, Resource Policy and Programs Directorate, Natural Resources and Environment Branch.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 31, 2009, the Committee resumed its study of Northern Territories Economic Development: Barriers and Solutions.
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, on April 30, 2009, the Committee travel to Kitigan Zibi First Nation in order to hold informal meetings with the Chief and Council and conduct site visits.

 

It was agreed, — That the proposed budget in the amount of $ 4, 005, for the Committee’s travel to the Kitigan Zibi First Nation for informal meetings and site visits be adopted, and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

It was agreed, — That, pursuant to the availability of witnesses, the Committee meet on April 2, 2009 with representatives of the territorial governments to discuss northern economic development; on April 21, 2009 in a formal meeting with the Department of Health and the National Aboriginal Health Organization, and then in an informal meeting with Australian parliamentarians, to discuss health issues; on April 23, 2009 with the Auditor General to discuss her report; on April 28, 2009, with the Department of Indian and Northern Affairs to further discuss the Auditor General’s report; on May 7, 2009, with the Minister of Indian and Northern Affairs regarding the Main Estimates; and that the Committee also hold meetings with the Land Claims Agreements Coalition, the Huron-Wendat First Nation, and the Cree-Naskapi Commission.

 

At 10:51 a.m., the Committee adjourned to the call of the Chair.
